Can you confirm whether the ICO has been made aware of the difficulties the IPCC are having in complying to requests within the relevant time limit.

Perhaps the IPCC can do something in the short term to help you in clearing the backlog.

This appears to have been going on for an unreasonable time and I question the accuracy of the responses being given to all applicants and the lawfulness of same.

Staggeringly they can't even tell the outcome without exceeding the financial limit of the FOI act.

Either this is a staggeringly incompetent and inefficient organisation or this is complete cow pat!

This is unfortunately another example which gives the perception that the IPCC is not really independent.

The present system acts as a deterrant to police Officers and police staff to report wrongdoing or miscarriages of justice.

What they are saying is that a police officer or a member of police staff serving or retired cannot make a complaint against another police officer.

They get round this by saying they they can report wrongdoing and this can be classed as 'recordable conduct' however if there is a cover up or a force fails to investigate the allegation; that is the end of the matter; they do not have a right of appeal to the IPCC as they are not considered to be members of the public even after they have left the force.

How can you evaluate the success of a reporting line if you don't keep records of the outcome of any allegations that have been reported?

Crimestoppers are able to keep a record of this information; it is evident that whoever is pulling the strings of the IPCC does not want police officers reporting wrongdoing committed by colleagues.

A police officer is probably the closest and most likely person to become aware of corruption and prevent a miscarriage of justice.

If a police officer's allegations are going to be ignored and he has no right of appeal, there is nothing to stop those officers being victimised, intimdated and hounded out of the force.

odd they did not suggest you may like to seek a sample. At 10 minutes / file they can do 6/hr, that's 108 in 18hrs (£450). If you'd like to ask for the 1st 106, I'll ask for the 2nd 106 and I suspect someone else annotating this entry will assist with the last 106.

Just reply under this entry to the IPCC and those that have annotated will likely be advised and can act.

Thank you for the response. We will not be pursuing matters as ultimately sufficient information has been provided and collated from several sources which confirm that the reporting is not really working or giving confidence to officers and staff to use the service.

I think this is something that can be dealt with more effectively in concentrating how the IPCC may be able to improve the present situation which provides no protection for whistleblowers or their families; sometimes resulting in devasting circumstances.
