Police Bravery Awards 2022 discrepancies

We're waiting for dennis fallon to read a recent response and update the status.

Dear Greater Manchester Police, I note that,in conjunction with their awards ceremony,Lee Broadbent of the Police Federation recently issued a press release, plus police bodycam footage to describe the apparently heroic actions of 3 GMP officers who defied instructions to wait for backup and pursued and detained someone suspected of discharging a gun. From the public perspective it is very concerning that officers are defying instructions and then possibly manipulating the facts to justify their actions and possibly mislead a Judge.Obviously there may be possibilities for confusion so, under FOIA I would appreciate clarification regarding the discrepancies.

The Manchester Evening news quotes "Moment unarmed officers take down gunman as children play out on streets nearby.They were urged to wait for armed back-up - but the streets were filling with parents and their kids were on their way home when a shot was fired. They ran towards danger when most of us would run from it. Three unarmed GMP officers defied their bosses and took down a gunman in north Manchester to save people's lives.Some of their heroics were captured on dramatic dashcam footage which showed PCs Jack Grainger, Jessica Hamblett and Richard Hayes tackling gunman Mohammed Shabaz Rafiq even though they heard the sound of a shot being fired moments earlier. The unarmed cops were advised to wait for armed back-up - but the streets of Harpurhey were filling with kids on their way home from school and they decided to act. Now, thanks to their heroics, the gunman is behind bars and the three officers have landed national bravery awards.PCs Jessica Hamblett, 29; Richard Hayes, 42; and Jack Grainger accepted their gongs at the national police bravery awards last week. But the official press release about their heroics doesn't come close to describing the fear and heroics they encountered as they entered the tenth hour of what had been a fairly routine shift on March 24 last year. Their unmarked patrol car was driving through Harpurhey at about 3.30pm - as parents and their children were beginning to fill the streets - when they spotted some men in a phone box known to be used by drug dealers".
FOIQ1.The officers stated they defied their instructions to wait for backup because of urgency as there were children beginning to fill the streets as it was about 3.30pm.Please disclose what was the actual recorded time of the commencement of the Harpurhey incident based on police logs, as the original GMP press release quoted "Just after 5.30pm on Wednesday 24 March 2021, three officers - PC Jack Ginger, PC Richard Hayes and PC Jessica Hamblet - were on patrol..." and the bodycam footage released shows a timestamp of 17.32.30 at time of arrest.The discrepancy needs to be clarified.
FOIQ2. It is repeatedly stated that they were "3 unarmed police officers"yet the bodycam footage shows a tasar being pressed into the back of Mohammed Shabaz Rafiq at point of arrest and quote "PC Hamblett admitted the scene was 'like a comedy sketch' before she and PC Hayes drew their Taser stun guns and 'red dotted' the men in the car, who continued their slow-motion getaway".Please confirm if each of the officers were actually armed with tasers and,if so,the type of tasers carried.
FOIQ3.The subject`s target vehicle, a black Ford Focus with three other men inside , was stopped by the police.Were there any drugs or weapons found inside the vehicle and were any of the occupants charged with any offence?A gun was apparently found in a black bag under the car, was any live ammunition found anywhere and ,if so,how much?
FOIQ4.It was stated that the officers had "entered the tenth hour of what had been a fairly routine shift".Please advise when their shift had commenced that day and when was it due to end, as it is a point of public concern that fatigued officers should be on duty.

The public have a shocking memory of how some police officers were given awards for their brave work after the Manchester Arena bombings yet it subsequently was discovered they had defied their instuctions by not staggering their lunchbreaks and been absent from their posts for over 2 hours whilst the terrorist wandered about.The public are entitled to know the reality of police actions and I trust you can assist.

Just after 5.30pm on Wednesday 24 March 2021, three officers - PC Jack Ginger, PC Richard Hayes and PC Jessica Hamblet - were on patrol and became suspicious about a number of people loitering around Ashgill Walk and turned the vehicle around onto Moss Brook Road to investigate when they heard a loud bang, believed to be a firearm discharging. Seconds later, they spotted Rafiq running from the road and noticed he was carrying a black bin liner. They identified themselves as police officers before he ran off onto Whiteway Street and made a failed attempt to get into a Ford Focus which drove over the pavement to avoid officers.

Dear Greater Manchester Police,I appreciate that you are in Special Measures but it is not acceptable that you have failed to acknowledge this request or provide completion.You employ highly paid staff and have a massive budget and I would expect, at the very least an apology, an ackowledgement and an expected completion date, some kind of professional behaviour.

Dear Georgia( Freedom of Information), I have waited patiently since 7 September for completion of my request 2984/22 but it is now long overdue.Please advise me which person/department is supposed to be dealing with completion of the response and explain any reason for delay that they have provided to you and their anticipated completion date. Obviously it is important that any apparent discrepancies between police statements and recorded information are explained to clarify the conflicting versions of reality and maintain public confidence.

DearGeorgia (Freedom of Information), I have in good faith allowed a further 3 weeks for completion of my overdue response despite exceeding the legal timeframe. Please confirm which department is the source of the delay ( I do expect the department to be identified unless you can provide good reason) and as there are now no Covid related influences and GMP have improved their performance and been taken out of Special Measures, I would appreciate completion within 3 days or I shall have to presume active obstruction and will obviously then have to resort to the appeal process and beyond. You can note I have been very patient to allow exceptional time, but the situation is unprofessional and unacceptable .

Dear Georgia( Freedom of Information),
Thank you for your polite and professional update to my overdue request. I sympathise with your difficulties obtaining information from people who seem unconcerned that by their delays they are bringing Greater Manchester Police and the Police Federation into disrepute.If the police are not transparent they cannot be considered trustworthy. You can see that the request is over 2 months old and I really don`t want to escalate it if there is a genuine reason for the delay.If you or the police wish to issue a refusal with supporting justification that`s fine, then I can issue an appeal review or refer to a higher authority.I appreciate I am querying a possibly embarrassing discrepancy but someone within the police should be mature enough to explain.
