PM's Order of King Abdulaziz

I believe David Cameron & Theresa May received the Order of King Abdulaziz (Highest Saudi Order) for their ‘meritorious’ service to Saudi Arabia.

Please could you give me any further details on why they received this award.
Are these awards kept by the individuals or by the government/state as they were received for doing public service?
If kept by the government/state where are they kept?
What rules or codes cover gifts and awards by foreign governments?
