You stated in our conversation that "it was good enough for you" that writing a character reference on behalf of a third party bonds the first party to the liability, (this is a legal determination), even though that said third party has no legal status in the UK. Please could you confirm under what law or regulation that the issuance of character reference for and on behalf of a third party, bonds or binds that party to any liabilities.

Please could you forward me your BAR number qualifying you to make legal determinations, failure to do so will be an admittance by tacit agreement and acquiescence of misrepresentation.

Please could you respond fully on a point by point bases to my letter of the 23rd October 2014

Furthermore I would be grateful for a copy of our conversation as above.

No i'm not satisfied with that answer, apart from you bonding yourself to the liability of aiding and abetting to cover up nefarious activities of your colleagues, by fraudulent concealment of lawfully requested information.

Given that everyone has criminal liability for their acts or omissions and the only reason a "Public Servant"exists is to serve the Public. Whilst being paid out of "PUBLIC FUNDS" and aiding and abetting in criminal acts, this may I remind you places you into the "private (not covered by Council indemnity).
