When Bradleyfold Testing station was given the sole rights to test Hackney and Private Hire vehicle by Bury Council had that been part of a tendering process, in other words, was this service ever put out for tendring, has required by the EU.
and if so what was date's was the tender done, and how many times has it been tendered for over the last 15 years give all dated
