It is appreciated .... after witnessing the CQC repeatedly side-line from bringing clarity to their operations since meeting Paul Durham at CQC and Sally Sykes of the PHSO in Westminster in October 2014.

Could the CQC consider this method of response?

The CQC just highlights those bits that specifically answers the FOI question on here?
For example, the CQC could point out the bits of your training manuals that directly comply with the recommendations in the Francis Report 2013?

We have provided the full set of guidance, templates and protocols for GP inspections so as to provide transparency of this process.

We do not hold a document that maps the various recommendations of the 2013 Francis Report to individual parts of the documentation relating to GP inspections, therefore this is not something that we could provide under the Freedom of Information Act.

In January 2014, the Department of Health published 'Hard Truths: The Journey of Putting Patients First'. This was the government response to the Mid Staffordshire NHS Foundation Trust Public Inquiry. CQC were signatories of the 'statement of common purpose' which forms part of the response and sets out a range of commitments (pages 5-7 of volume 1).

Dear Richardson, Simon,

Thank you Simon, but as a Public Servant, could you ask the CQC to point out which bits of their manual directly comply with the recommendations from the Francis Report of 2013?

You see, I am genuinely perplexed as to the style of investigation conducted by the CQC in Bury St Edmunds between 2014 and 2015. For example only 2 of the 4 sites in Bury St Edmunds were visited.

When I enquired why the other two sites were ignored, I was informed by the CQC that their inspectors only acted on that data that The Norfolk & Suffolk NHS Foundation Trust provided them; therefore I am perplexed as to how the apparent laissez faire approach to regulation fits in with those recommendations from The Francis Report?

If you could forward this annotation to someone who can put my faith, trust and confidence in the CQC then that would be appreciated.

There were 290 recommendations of the Francis report, a number of which directly relate to CQC and many more of which directly relate to the organisations that we regulate - including GPs.

The task of going through those recommendations to identify which of them could be considered to apply to the inspection of GP services, and then cross-referencing this with our full suite of documentation for that process (the 75 documents which we have provided to you) so as to apply a judgement as to which sections of the guidance directly comply with each relevant recommendation, would be a huge task and would certainly not be one that we would be required to undertake for the purposes of the Freedom of Information Act 2000.

CQC will not engage on matters other than responding to Freedom of Information requests on the What Do They Know website. In any case, we cannot undertake to carry out the task set out above as I cannot see that this would be an effective and efficient use of our resources.

We have provided you with the full documentation relating to our GP practice inspection process, and I have supplied links to information about the action taken by CQC to implement the recommendations of the Francis report. These links make reference to the changes to our inspection processes introduced in response to the Francis report. I am therefore of the view that we have done everything we reasonably can to respond to this information request. I would add for information that Sir Robert Francis is a non-executive member of the CQC Board.

Dear Richardson, Simon,

Thank you for your reply but I doubt Sir Robert Francis would have been impressed by the CQC inspection on NSFT sites in Bury St Edmunds in 2014 then? As explained already, the CQC visited 2 visits whilst being ignorant that there were more that they could have reviewed at the time? Surely that level of apathy and ignorance goes against all that this respected Barrister recommended his report?

What about the CQC inspection of Victoria Surgery last year? I look forward to the CQC report and whether key concerns that were brought to the CQC's attention since October 2014 were best reviewed and looked into?

What is the point of a concerned member of the public contacting the CQC in person, by email and letter since October 2014 if their efforts to try to stop the same maladministration and negligence happening to others are ignored by the staff at the CQC?
