I am afraid that the Inspectorate no longer holds any documentation for the appeal in question, aside from the Inspector's decision and related costs decision - copies of which I have attached for your reference.
It is the Inspectorate's policy to retain appeal documentation for one year following the date of decision, in this case that date was 30th September 2009. As I am sure you will appreciate, the need to retain documents needs to be weighed against the cost to the public purse that holding large volumes of files for extended periods would incur.
My only suggestion to you would be to approach the local authority to see whether they have retained any copies of documents.
