I refer to your request for information dated 12 April 2021.
 
You asked for:
 
the latest, full diagrammatic plans for the following (even if they are

- New Larkman mobility hub (Larkman lane/Dereham rd)
 
 
Our response

Attached documents.
 
Some information has been redacted under Regulation 13(1) of the
Regulations which state that the Council is not required to disclose the
personal information of any other individual if disclosure would
contravene the rights of the individuals to whom the data relates.
 
The redacted data comprises of the following
       Personal data of staff members of external organisations.
 
The exemption applies because:
       Members of the staff from external organisations have a reasonable
expectation that their personal information would remain confidential.

•       New Larkman mobility hub (Larkman lane/Dereham rd)
 
Your request has now been considered and is refused. In accordance with
the Environmental Information Regulations 2004 (the Regulations) this
letter acts as a Refusal Notice.
 
Exception
 
Regulation 12(4)(d) which provides an exception to the duty to make
environmental information available when the request relates to material
which is still in the course of completion, unfinished documents or
incomplete data.
 
Reason
 
The preliminary drawings are in draft form, and therefore do not represent
firm proposals.  Whilst some initial discussions with County and District
Councillors has been undertaken the designs are likely to change before
any public engagement. The schemes will be taken to the Transforming
Cities Joint Committee for consideration later in 2021, before going out
to consultation and engagement.
 
Public Interest Test Reasons
 
The Council has considered whether the public interest is maintaining this
exemption is outweighed by the public interest in disclosure.
 
This Council has considered the following reasons in favour of disclosure:
•       Promoting accountability and transparency by public authorities
for decisions taken by them.
•       Promoting accountability and transparency in the spending of
public money.
 
Balanced against this are the following reasons against disclosure:
•       This information is scheduled to be published in the very near
future
•       To release this information now would involve diverting resources
unnecessarily.
•       To release this information now could result in the release of
inaccurate and misleading data.
 
If you are dissatisfied with our handling of your request you have the
right of appeal through the Council’s internal review procedure by setting
out the grounds of your appeal in writing to:
