Dear Mr Dixon
Re: Your request for information submitted via “Whatdotheyknow”
I refer to your request for information dated 19^th November 2015 as per
the e-mail below.
My apologies for the delay in responding. However due to the nature and
scope of your request (given that it potentially embraces a large range of
business areas within United Utilities), we are not as yet in a position
to determine whether we are able to provide you with the information nor
what advice and assistance we can give at this stage.
We are still liaising within the organisation as to whom holds what
information, and how we can assist you in trying to clarify the scope of
the request, if we are capable of doing so within our the Environmental
Information Regulatiuons 2004 (EIR) obligations.
Accordingly please be advised that we will respond to you further by 19^th
January 2016, being a further 20 working days permissible under EIR.
Yours sincerely

Dear Mr Dixon
Re: Your request for information – Clarification of your request
We write further to our e-mail of the 17^th December 2015 advising of a
need for an extension to provide a response.
Having now considered your request further, we feel that as posed, your
reference to all planned infrastructure is regrettably too broad and
vaguely framed as to enable us to identify any information you may
require. Bearing in mind that we service over 7 million customers and
250,000 businesses in the North West: taken literally, the scope of your
request is such that in any event it could be manifestly unreasonable in
terms of time and volume and complexity of documents involved to search
all of United Utilities for all of its infrastructure projects.
However we would like to try and assist you in obtaining the specific
information you would like, to the extent that we are legally obliged to.
Accordingly it would be helpful to us if you could clarify what you mean
by the term infrastructure.
We would generally interpret this mean below ground assets i.e. sewers and
our water network. Accordingly this would therefore not include projects
at Water and Wastewater treatment works or other assets which can of
course include additional plant necessary to serving the infrastructure.
Similarly the term planned is open to interpretation. Planned projects can
comprise those known in advance, and those which arise in reaction to
newly arising needs (albeit they are “planned”). With the latter, we would
therefore neither hold nor be able to provide you with a list for those
projects. It is therefore difficult for us to identify which specific
planned infrastructure project you require. If you are able to clarify
specifically what you need, then we will consider whether we are able, so
far as this is reasonable to locate and provide you with the information.
The more specific you are able to be, the greater our potential ability to
provide you with the information.
Finally can you confirm whether your request related to both water and
wastewater projects or, as we indicate above, sewers and water network
projects only.
We look forward to hearing from you with your clarification before we are
able to progress your request further.
Yours sincerely
