Dear Gloucestershire Constabulary,

Please find below a request for information under freedom of
information. My contact details can be found below and my
preferred
method of information delivery is email.

All questions relate to the procurement of Mechanical and Electrical responsive and planned building maintenance.

• What is the name of the person who is currently in charge of
responsive maintenance contract procurement?
• What is their Job title?
• At what address are they based?
• What is their email address?
• How many buildings are in your current stock?
• Are responsive maintenance needs within your buildings stock,
currently met by a Direct Labor Organization?
• If yes, what percentage of responsive maintenance work do they
undertake?
• For each contract for Planned and responsive maintenance please can you
confirm the following:
o The renewal date
o The bid process start date
o The term of the contract
o The contract annual value (for the last contract tendered if
necessary)
o Who the current contract holder is
o If there is a framework in place
 If yes, how many firms are on this, who operates on this and is
it a contract specific framework or a framework for all responsive
maintenance contracts, framework value
o Do you use a procurement consortium
 If yes, who

Under the Freedom of Information Act 2000 s1, I can confirm that Gloucestershire Constabulary holds some relevant information.

In a consolidated response to questions 1-4
The person responsible is Neil Willmott, Category Manager for Estates based at South West Police Procurement Department – Devon and Cornwall Police, Resource Building, Police Headquarters, Middlemoor, Exeter, Devon EX2 7HQ. The email address is [email address]

5. In response to question 5, there are 26 buildings in the current stock.
6. In response to question 6, responsive maintenance needs within the building stock are not currently met by a Direct Labor Organisation.

8. In response to part (a) and part (e) please see the following list:
With regards to part (b) – procurement dates are determined by size and complexity of the tender but normally an EU tender is between 6-9 months before estimated contract award date.
With regards to part (c) there is no standard fixed term, each contract is judged on its own merit.
With regards to part (d), annual contract values are not available as they are not fixed and can vary according to reactive call-outs.
With regards to part (f) no frameworks exist for the categories requested, therefore part (g) not applicable.
With regards to part (h) all Police procurement in the South West is now delivered by a central in house procurement department, therefore for part (i) is not applicable.
