Dear Avon and Somerset Constabulary,

Please find below a request for information under freedom of
information. My contact details can be found below and my
preferred
method of information delivery is email.

All questions relate to the procurement of Mechanical and Electrical responsive and planned building maintenance.

• What is the name of the person who is currently in charge of
responsive maintenance contract procurement?
• What is their Job title?
• At what address are they based?
• What is their email address?
• How many buildings are in your current stock?
• Are responsive maintenance needs within your buildings stock,
currently met by a Direct Labor Organization?
• If yes, what percentage of responsive maintenance work do they
undertake?
• For each contract for Planned and responsive maintenance please can you
confirm the following:
o The renewal date
o The bid process start date
o The term of the contract
o The contract annual value (for the last contract tendered if
necessary)
o Who the current contract holder is
o If there is a framework in place
 If yes, how many firms are on this, who operates on this and is
it a contract specific framework or a framework for all responsive
maintenance contracts, framework value
o Do you use a procurement consortium
 If yes, who

I write in connection with your request for information dated 17^th July
concerning building maintenance.

Your request for information has now been considered and most of the
information asked for is contained below.

Specifically you asked “All questions relate to the procurement of
Mechanical and Electrical responsive and planned building maintenance.”
1 What is the name of the person who is currently in charge of responsive
maintenance contract procurement?  
Personal details are exempt from disclosure under the freedom of
information act therefore the individuals name will not be disclosed.  The
exemption applicable to the information is Section 40 (2), third party
personal information, this is an Absolute exemption. Any information to
which a request relates is exempt if it constitutes personal data of which
the applicant is not the data subject and if disclosure of that
information to a member of the public would contravene any of the
principles of the 1998 Data Protection Act. In this particular case,
disclosure of this information would contravene Principles 1 and 2 of the
Act, whereby personal data shall be processed fairly and lawfully and only
obtained for one or more specified purpose or purposes.

The email address identifies the individual therefore is exempt as above

103 with a mixture of owned and leased
6 Are responsive maintenance needs within your buildings stock, currently
met by a Direct Labor Organization?
Some sites have directly employed handymen who complete basic tasks but
these are supported by contractors.
7 If yes, what percentage of responsive maintenance work do they
undertake? Estimated 5%
For each contract for Planned and responsive maintenance please can you
confirm the following:
8 The renewal date  
General mechanical and electrical - the contract end date is July 2013 -
but the contract contains options to extend for up to three years.

Building fabric maintenance (BFM) - Currently a number of minor contracts
exist for routine works. The majority of building fabric maintenance spend
is awarded based on quotations received for individual projects.  A
project is underway to aggregate BFM spend into a single solution. This
may be further aggregated to include the general mechanical and electrical
work as well.  
9 The bid process start date. 
Sept/Oct 2012 
10 The term of the contract 
Still to be confirmed but it is expected to be for 5 years + 2 years.
11 The contract annual value (for the last contract tendered if
necessary).
The Contract(s) will be aggregated with the requirements of other partners
to Southwest One. The full scope has still to be confirmed but if all
services are aggregated and all partners requirements are included the
contract value will be in the region of £4m - £8m per annum. Again
depending on the final scope the Constabulary’s element is expected to be
in the region of £1.6m per annum.
