Dear Student Loans Company Limited,

Please provide me with the percentage of Plan 2 Income Contingent Borrowers who became liable to repay their loans on 6th April 2015, 6th April 2016, and 6th April 2017 who have not made a single repayment towards their student loans.

I would like the data to be structured as follows:
1) Year in which payments were liable (6th April)
2) University
3) University Degree Programme
4) Number of students liable for repayments during the year specified in section 1 that graduated from the university specified in section 2 with the degree title specified in section 3
5) Percentage of students from section 4 who have not made a single repayment towards their loans

Example:
2016, University of Lincoln, Politics, 300, 46%

I refer to your recent email dated requesting the following information
under the Freedom of Information Act 2000 (“FOIA”):

“Please provide me with the percentage of Plan 2 Income Contingent

April 2016, and 6th April 2017 who have not made a single repayment
towards their student loans.

Response

I can confirm that the Student Loans Company Limited (“SLC”) does not hold
the information that falls within the scope of your request.  

Firstly, please note that plan 2 Income Contingent Repayment (“ICR”)
borrowers did not become liable to repay their loans until April 2016,
therefore April 2015 plan 2 student loan repayment data is not held by
SLC.  

Secondly, SLC does not know if any borrower graduates from their course,
therefore data under your fourth requirement would not be held by SLC.  As
your fourth requirement is not held by SLC, then it follows that your
fifth requirement cannot be met as this data flows from your fourth
requirement.  

Thirdly, although plan 2 borrowers would have become liable to repay their
loans in April 2016 onwards, as the majority of student loan borrowers
repay through the UK tax system, SLC does not yet hold complete tax year
2016/17 repayment data from HM Revenue & Customs, and does not hold any
tax year 2017/18 as this tax year is not yet complete.  SLC would only
hold limited repayment information for tax years 2016/17 and 2017/18, for
borrowers who have made direct repayments to SLC, for example, borrowers
who reside overseas or voluntary repayments.  

Complete tax year 2016/17 data will be available from around mid-June
2018.  We would be happy to reconsider your request then, limited to tax
year 2016/17 data.  However, please note that the specific breakdown you
have requested would result in your request being refused under section
12(1) of the FOIA as the cost of complying with your request would exceed
the appropriate limit set out in the Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004 (the limit
applying to SLC is £450 or 2.5 days (calculated to be 18 hours of staff
time at £25 per hour)).  It would exceed 18 hours of staff time to
retrieve and extract this data once it is held.  This data is not readily
available and would require a significant amount coding work which would
exceed 18 hours of staff time by itself. We would therefore advise you to
limit your request to the first two requirements - date and university –
similar to the data which is published on whatdotheyknow.com in response
to another request for information

Dear FOI Requests,

Can you please provide with complete tax year data for 2015/16 to the extent that the collection of such data takes less than 18 hours, as specified in section 12(1) of the FOIA. I am ok with the data being partially incomplete only if the collection process falls under 18 hours.

I refer to your email of 21/03/2018.

Your new request has been allocated reference 79-18.

It is not clear from your email whether you are seeking plan 2 borrower
repayment data for tax year 2015/16 which was the subject of your original
request, or whether you are seeking data along the same basis as the data
released under FOI request 24-18 for tax year 2015/16 which would only
cover plan 1 borrowers as plan 2 borrowers did not enter into repayment
until April 2016.  

The advice and assistance previously provided had been in relation to the
data that would become available from around mid-June 2018 for plan 2
borrowers.
