Please provide me with the percentages of Plan 2 Income Contingent Borrowers who became liable to repay their loans on 6th April 2016 and 6th April 2017 who have not made a single repayment towards their student loans (1 percentage figure for each cohort*) for all universities in the UK, and the percentages of Plan 1 Income Contingent Borrowers who became liable to repay their loans on 6th April 2012, 6th April 2013, 6th April 2014, and 6th April 2015 who have also not made any repayments towards their student loans (also 1 percentage figure for each cohort), for all universities in the UK. Response

I can confirm that the information that you have requested, with the
exception of plan 2 Income Contingent borrowers who became liable to repay
their loans on 06/04/2017, is held by the Student Loans Company Limited
(“SLC”).  However, I have reviewed your request and in consultation with
the appropriate departments within SLC I have concluded that this
information cannot be released as the cost of complying with your request
would exceed the appropriate limit set out in the Freedom of Information
and Data Protection (Appropriate Limit and Fees) Regulations 2004.  The
limit applying to SLC is £450 or 2.5 days (calculated to be 18 hours of
staff time at £25 per hour).

The information is therefore exempt under section 12(1) of the FOIA and in
accordance with section 17(1) of the FOIA this letter constitutes a
Refusal Notice in respect of your request.

Your request has been considered, and also compared to your previous
requests, and we note that you are asking for more data than in any of
your previous requests, and also failed to note our previous advice and
assistance and requests for clarification.  For example, in our response
to your request dated 02/02/2018 (our ref 32-18) which related only to
plan 2 borrowers we sought clarification of your specific requirements and
to date have not received any response.  Your request of 02/02/2018 is
similar to your present request, with your present request adding in plan
1 borrowers as well as average repayment data.  

For clarity, we would be able to provide the following data within the
appropriate costs limit:

·        The number of plan 2 borrowers who became liable to repay their
loans on 06/04/2016 and plan 1 borrowers who became liable to repay their
loans on 06/04/2012, 2013, 2014 and 2015 by:
o        Statutory Repayment Due Date; and
o        Higher Education Provider (or Institution as you gave referred
to).

·        The percentages of the above borrowers who have not made any
repayments towards their student loans.

Within the appropriate costs limit we would not be able to provide the
average payment made by borrowers under either plan.

We trust that the above clarifies the specific metrics that we would be
able to provide under the appropriate costs limit.  Please advise if you
wish to progress this as a more refined request.

This would result in the following amendment to the data as previously specified in your reply:

Response

Your email of 06/09/2018 added 3 additional years for plan 1 borrowers
than I had previously advised that we would be able to provide in my
response to your previous request (ref 175-18).  Collating the data for
the years we had previously advised we could provide within the
appropriate costs limit took close to 18 hours of staff time, therefore to
produce these additional 3 years would result in your request being
refused under section 12(1) of the FOIA as the cost of complying with your
request
would exceed the appropriate limit set out in the Freedom of Information
and Data Protection (Appropriate Limit and Fees) Regulations 2004.
 Accordingly, we are in a position to provide you with data for plan 1
borrowers who became liable to repay their loans on 06/04/2012 through to
06/05/2015 and plan 2 borrowers who became liable to repay their loans on
06/04/2016.  

Please refer to the attached spreadsheet for the data that you have
requested and which can be provided within the appropriate costs limit.
 Please refer to the notes and caveats associated with the data that can
be found on the results tabs.  

In addition, please note that the data is not comparable as plan 1 and 2
loans have different repayment thresholds and the data for plan 2 only
reflects 1 full year of repayments for plan 2 borrowers once they have
become liable to repay their loans.
