Person trading in live exports with animal welfare conviction

The request was successful.

Dear Department for Environment, Food and Rural Affairs,
I note that the Dutch Exporter Onderwater continues to trade
with live exports out of Ramsgate in spite of his 6 convictions under the Animal Welfare Act in May 2010 where he was fined £10,000.
Could the department tell me what is the legal ;osition concerning a convicted person continuing to trade in this way
