On 23 March 2018, then-Leader of the House Julie James AM announced £440,000 of funding over the next two years and additional capital funding of £700,000 for to local authorities to “tackle period poverty in their communities where levels of deprivation are highest” with a view to “ensuring that all girls and young women can access good sanitary facilities when they need them.”

In relation to this over £1 million of funding made available to local authorities, please answer:

1b. How much money have you received from this particular budget and what is your spend to date?
1c. What has the money been spent on, and where?
1d. How many girls and young women have benefitted from your access to this budget and in what way?

We have considered your request and enclose the following information:

 

On 23 March 2018, then-Leader of the House Julie James AM announced

“ensuring that all girls and young women can access good sanitary

Yes

 

1a.Was this at your request?

 

No

 

1b.How much money have you received from this particular budget and what
is your spend to date?

 

We received funding of £41,657 Capital in financial year 2017/2018 plus
£13,206 Revenue in 2018/2019. Spend £41,657 Capital, £nil Revenue to-date.

 

1c.What has the money been spent on, and where?

 

Capital expenditure on refurbishment of toilets – Lewis Girls School and
Newbridge School.

 

1d.How many girls and young women have benefitted from your access to this
budget and in what way?

 

We do not hold specific numbers.  However 120 boxes of products have been
ordered and will be distributed to all primary and secondary schools,
EOTAS provisions, youth centres, community centres and libraries.

 

1e.What is your projected total spend and budget narrative for this
budget?

 

Total projected spend £41,657 capital plus £13,206 Revenue.

 

2.If you haven’t received any of this money, what is the reason for this?

 

Not applicable

 

3.How many girls and young women do you estimate experience period poverty
in your local authority?

 

We do not hold specific numbers. However a sample survey of all secondary
schools in the borough was carried out in June 2018 and out of the 132
responses 51 girls reported that their school attendance had been affected
by period poverty and in another question 64 girls reported that their
academic performance had been affected by period poverty.

 

4.Please detail any other specific measures you have taken to tackle
period poverty.

 

The Caerphilly Period Dignity Working Party has developed a short video to
be shown to the group on Friday 11^th January (funded by Communities and
working with two local secondary schools) to raise awareness of period
poverty, particularly among boys. Youth Services are planning to develop
an education pack to accompany the video when it is rolled out across the
borough.
