Percy Street - Capita report input

The request was partially successful.

Katja Leyendecker

Dear Newcastle upon Tyne City Council,

PERCY STREET REVIEW - INPUT DATA

Please understand that cyclists are standing by in anticipation and are staking great hopes on Percy Street. It could be made into a viable North-South route through the city centre. A route which is currently missing. Alternatives are Northumberland Street and John Dobson Street, both of which are abominable for cycling. Each in their different way: may that be exclusion of cycling or mixing with traffic.

In order to move on, and over and above the unproduced Capita report (delivery date January 2011! FoI http://www.whatdotheyknow.com/request/pe...), could you please provide documents listed in your client brief:

1. City Centre Paramics Model
2. City-wide Transport Strategy
3. CCAAP, Technical Notes:
–3a Transport Principles, CrowdDynamics, 2008
–3b Forecasting of vehicular trips associated with new development in the City Centre, CrowdDynamics, 2008

–3e Bus Operations, CrowdDynamics 2008
–3f Network Options, CrowdDynamics 2008
–3g Parking, CrowdDynamics, 2008

Dear Newcastle upon Tyne City Council,

The response to my request appears to have been delayed. You should normally have responded by 12 April.

Can you please let me know about your intentions.

Yours faithfully,

Higgins, Jonathan, Newcastle upon Tyne City Council

Dear Ms Leyendecker

I refer to your Freedom of Information request and would reply as follows.

1.  City Centre Paramics Model - Unfortunately it will not be possible to
provide you with this information.  The model is extremely large and
requires the appropriate software and a USB Licence to run it.  The
software is not generally available and is only likely to be owned by
either a Transport Consultant or large organisation with a professional
interest in transport modelling.   It must be noted that this software is
not designed to model cycling trips as it cannot model the overtaking of
small slow moving vehicles in the same lane.  The purpose of such a model
is to understand journey times and capacity for various motorised modes.
It is also used to prove the geometry and operation of signalised
junctions.

Items 3 - 7 - We can provide you with the information but, unfortunately
it is too large to forward to you by e-mail.  We are arranging to have the
documents burned to a disc  and we can post it out to you if you let us
have an address or, alternatively,  it can be collected from the Civic
Centre.  Could you please advise us which option you would prefer.

If you are unhappy with our response to your request you can ask for an
internal review of our decision.  Please send details of your request for

Dear Jonathan,

Thank you for your reply (albeit late and it requiring a prod). I have provided my home address to you in a separate email.

In your response you mention items 1, 3-7. What are you intending to do about item 2 (city-wide transport strategy)?

Thanks
Katja

Higgins, Jonathan, Newcastle upon Tyne City Council

Katja,

Firstly let me apologise for the tardy delivery of the response, I have been on annual leave and did not return until this morning.

I'm afraid no separate email has arrived so I must use your "what do they know" account to respond.

I'm afraid that there is no City Wide Transport Strategy document. We are in the process of revising transport policies for the Local Development Framework which will set out the rationale for and a program of strategic works to be undertaken up to 2030. It is worth noting that this work includes updating them to reflect the city councils enhanced emphasis on cycling. In addition generic policies for the City and Tyne and Wear are to be found in our Local Transport Plan. This is a document I believe you are familiar with.

There will be a public consultation on the revised transport policies and programme in the LDF in due course. Very likely this will be over the summer. That would be the appropriate time for you to comment on our proposals.

Thank you for your interest in our work.

Hi Jonathan,

Could you speak to council's cycling officer as I've given them my postal address recently. Alternative they can give you my email address for communication outside this website.

As the list in this FoI request was taken from a client's brief, I wonder what the council (client) would have submitted to the consultant as item 2?

Thanks
Katja
