Dear Justine Asquith,

I am writing to remind you of my request and that you have delayed past the time required of you to respond, by law.

Yours sincerely,

Fraser Marshall, De Montfort University

Dear Mr James

The University has decided that your request for information will not be
processed on grounds of cost unless you able to modify it to bring it
below the cost limit.

It is estimated that the cost of locating and retrieving the information
requested calculated according to the government’s Freedom of Information
(Fees and Appropriate Limit) Regulations 2004 would cost approximately
£875 which is in excess of the upper limit of £450 set in the Regulations.

The reason this applies is that the university does not record course
details in counselling records, nor does it record the relevant student
number that would be necessary to create a report to connect individuals
to course. We estimate that the time to collect the names of the 700
students per year that access counselling, look up the student number for
each and create a report with the requested information would be three
minutes per record, which would take 35 hours to locate and extract the
information for each year for which you were seeking data.

In accordance with the Freedom of Information Act 2000 this letter acts as
a Refusal Notice.

You may wish to refine and resubmit your request so that it reduces the
cost to below this upper limit, however, given how the university stores
information in its counselling system, there not much assistance we can
provide as to how you might achieve this within the parameters of what
you're seeking to discover, except to limit the number of students to
bring the time under the 18 hours.

I am sorry that your request is not being met on this occasion.

Yours sincerely,

Fraser Marshall
