Further to your recent FOI response in regards to expenditure for maintenance of Pennington Tea Rooms. I am interested in the figure that you provided for maintenance on the building:-

Could you please provide a breakdown of this spend and the providers that you paid the money out to?

Could you also advise if this spend related to making the premises habitable/fit for purpose (ie was a one off cost), or related to on-going annual costs necessary for the continued use of the premises for business purposes?

I am writing to respond to your freedom of information request recently
received. This request has been handled under the Freedom of Information
Act 2000.

The response to your request is detailed below.
PENNINGTONS TEA ROOMS – MAINTENANCE COSTS
Maintenance on the building = £14,330.09
 
Could you please provide a breakdown of this spend and the providers that
you paid the money out to? 
Could you also advise if this spend related to making the premises
habitable/fit for purpose (ie was a one off cost), or related to on-going
annual costs necessary for the continued use of the premises for business
purposes?
The maintenance costs of £14,330.09 are the amount of ongoing costs spent
on the premise since from April 2015 to date, for continued operational
use of the premises. The set up cost to make the premises fit for purpose
was £10,913.43:
 

* Reactive Repairs = £9,432.32
* Planned Works = £2151.70
* Servicing = £2485.84
* Mechanical Servicing = £213.81
* Repairs after Servicing = £66.42

If you are unhappy with any aspect of this response, an independent senior
officer will review this decision. If you are not satisfied with our
response you must put your complaint in writing within 40 working days of
receipt of this response giving the reasons for your complaint.  You can

You can also complain to the Information Commissioner, who is the
regulator for Freedom of Information. His website is

I am writing to request an internal review of Wigan Metropolitan Borough Council's handling of my FOI request 'Pennington Tea Rooms Maintenance Costs'.

I do not feel that you have properly answered my request. Firstly, you have not provided any details of the providers that you paid and secondly, the breakdown you provide is meaningless.

I would be grateful if you could provide a more meaningful response.

Dear Ms Williams,

I acknowledge receipt of your email. As your original request was made under FoI and dealt with by that process, and you are unhappy with the response then, in accordance with the FoI Act, section 45 - Code of Practice, we need to escalate this to a Senior Officer Review. If you remain unhappy following the senior officer review you can then complain to the Information Commissioner. But, if you were to do so now the Information Commissioner will you refer back to us to exhaust our procedures.

ICO guidance is that the review is carried out by a Senior Officer not involved in the original request and that the review take no longer than 20 working days in most cases, or 40 in exceptional circumstances.
