Penalty fare non-compliance

Dear Department for Transport,

I would be grateful if the following points can be looked at or answered, under the terms of the Freedom of Information Act.

1. Please provide copies of the penalty fares schemes for the various schemes which operate on the First Great Western network[1]

2. I have recently inspected the Authorised Collector's badge for a First Great Western employee; see the photograph here: http://oi39.tinypic.com/2hnnwoi.jpg

The penalty fares policy for neither Southeastern or Southern allows for FGW Collectors to issue penalty fares to Southeastern/Southern customers, and the FGW penalty fares policy does not allow for FGW Collectors to charge penalty fares to Southeastern/Southern customers.

a) Have there been any changes to the penalty fares schemes of these three companies since they were published?
b) Please provide details of communication between the DfT and any of these three companies relating to FGW's ability to charge penalty fares to Southern/Southeastern customers.
c) Please outline the steps that will be taken to ensure that FGW corrects the text on their Authorised Collector's badges, or the penalty fares policies

The penalty fares policy for First Capital Connect does not allow them to charge penalty fares to Greater Anglia customers, and the Greater Anglia scheme does not allow First Capital Connect Collectors to issue Greater Anglia customers a penalty fare.

a) Have there been any changes to the penalty fares schemes of these companies since they were published?
b) Please provide details of communication between the DfT and any of these two companies relating to FCC's ability to charge penalty fares to Greater Anglia customers.
c) Please outline the steps that will be taken to ensure that FCC corrects the text on their Authorised Collector's badges, or the penalty fares policies.

The penalty fares policy for First Capital Connect says that East Midlands Trains customers will not be charged penalty fares by FCC Collectors, but the penalty fares policy for East Midlands Trains states that FCC Collectors can charge East Midlands Trains customers penalty fares.

d) Please advise which penalty fares policy is correct.
e) Please advise when the incorrect penalty fares policy will be changed.
