Unfortunately I am unable to identify the information from the details you

Can you ask the requester to be more specific about what they mean by a
copy of ‘your Penalty Charge Notice CCTV issued flowchart document.’

Can the requester state the exact information they are after.

 

The Freedom of Information Act 2000 allows authorities 20 working days,

However, under section 10 (6)(b) of the Act, the 20 day working day clock
does not start until clarification of the above is received.  If we do not
hear from you within 3 months your request will be cancelled.

I am writing to request an internal review of Havering Borough Council's handling of my FOI request 'Penalty Charge Notice CCTV issued flowchart documeny'.

I've been advised that my request has been refused as the information is already in the public domain. However the links on the Havering website point to documents that require a password. Therefore this information is not available to the public i.e. in the public domain.
