Dear CMBLNC Info Requests,

Many thanks for this explanation.

Could you please explain the basis for the subsistence charge you mention, is it a fixed fee for all monitored sites or does the amount depend on the anticipated workload that the specific activity will demand?

Also may I ask how much extra in term of time and materials has been charged regarding the Cuadrilla fracking site at Preston New Road, Lancashire so far?

Yours sincerely,

peter k. roberts

Reynolds, Helen, Environment Agency

Dear Peter

Enquiry regardin Preston New Road.

Thank you for your enquiry which was received on 20 August 2019. Apologies for the delay in responding to you.

We respond to requests under the Freedom of Information Act 2000 and Environmental Information Regulations 2004.

More information on Environment Agency Fees & Charges can be found here. https://www.gov.uk/guidance/environment-...
The annual subsistence fee is a fixed charged based on the activities that the site is permitted for.

Part 3 of "The Environment Agency (Environmental Permitting) (England) Charging Scheme" describes permit subsistence fees https://www.gov.uk/government/publicatio... and Table 2.8 in the Fees and Charges document relates to the Onshore Oil & Gas subsistence charges. A compliance rating is also applied which is explained in Part 3.

More information on how the time and materials charging works is included in Section 1.5 at the following link, and also in the Environment Agency Fees & Charges document. Since the start of hydraulic fracturing up to the end of August we invoiced £28,153.75 for time and materials charges
https://www.gov.uk/government/publicatio...

Please refer to Open Government Licence which explains the permitted use of this information.

Please get in touch if you have any further queries or contact us within two months if you’d like us to review the information we have sent.
