Pedestrian Lights at Junction of Royal Hospital Road/Lower Sloane Street
Dear Transport for London,
November 2015: TfL attended a meeting (Chelsea Barracks MAP1 Meeting 13nov15) at which installing pedestrian lights at the junction of Lower Sloane Street/Royal Hospital Road/Chelsea Bridge Road/Pimlico Road was discussed.
November 2016: TfL attended a Chelsea Barracks Model Auditing Process Stage 4 meeting at which installing pedestrian lights was the focus of the meeting.
Aug 2019: In a FOI request TfL confirmed it is working closely with RBKC when it said
"Transport for London is very keen to see improved pedestrian facilities at
the junction of Chelsea Bridge Road / Pimlico Road / Royal Hospital Road /
Lower Sloane Street as soon as possible and we are working closely with
the Royal Borough of Kensington and Chelsea"
It is now 31st Jan 2020. Could TfL make public the following:
1) the dates and minutes of meetings attended by TfL from 30 Nov 2016 to the present at which the pedestrian crossing was discussed
2) traffic models agreed by TfL that include the impact of pedestrian crossings at the junction
3) proposals received or made by TfL regarding changes to the junction's traffic lights and installation of a pedestrian crossing
4) If no traffic models or proposals have been agreed, evidence of progress since Nov 2016 and explanation why after more than 4 years of planning neither traffic model or proposal has been agreed?
5) Outline of timetable for installing pedestrian crossing at this junction.

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy. I can
confirm we do hold the information you require. You asked for:
1) the dates and minutes of meetings attended by TfL from 30 Nov 2016
to the present at which the pedestrian crossing was discussed
We attended a meeting in January 2018 with representatives from
Westminster City Council, the Royal Borough of Kensington and Chelsea and
consultants involved in the Chelsea Barracks development. The meeting was
to discuss the next steps regarding the traffic modelling. The minutes for
this meeting are attached.
We attended a further meeting in July 2019 with consultants working on
behalf of Royal Borough of Kensington and Chelsea. The meeting was to
discuss the updated modelling results and design changes. The minutes for
this meeting are also attached.
Please note that in accordance with TfL’s obligations under Data
Protection legislation some personal data has been removed, as required by
section 40(2) of the FOI Act. This is because disclosure of this personal
data would be a breach of the legislation, specifically the first
principle which requires all processing of personal data to be fair and
lawful. It would not be fair to disclose this personal information when
the individuals have no expectation it would be disclosed and TfL has not
satisfied one of the conditions which would make the processing ‘fair’.
This exemption to the right of access to information is an absolute
exemption and not subject to an assessment of whether the public interest
favours use of the exemption.
2) traffic models agreed by TfL that include the impact of pedestrian
crossings at the junction
We do hold traffic modelling files, however, these files can only be
opened by specialist traffic modelling software known as VISSIM that
requires bespoke licences. Please let us know if you have access to this
software so that we share these models. In the meantime, we have attached
the latest modelling results from July 2019 for your review.
3) proposals received or made by TfL regarding changes to the
junction's traffic lights and installation of a pedestrian crossing
Please find attached a drawing of the current proposals which have been
submitted to TfL. This is an alternative proposal to those modelled in
July 2019.
4) If no traffic models or proposals have been agreed, evidence of
progress since Nov 2016 and explanation why after more than 4 years of
planning neither traffic model or proposal has been agreed?
We have worked closely with the Royal Borough of Kensington and Chelsea on
a number of changes to the design to ensure that the pedestrian facilities
can be introduced whilst minimising the impact on all road users.
Following discussions with consultants working on behalf of the Royal
Borough of Kensington and Chelsea, further modelling work was carried out
last year (this modelling included the proposed pedestrian stage at the
Royal Hospital Road/Chelsea Bridge Road junction as well as the proposed
signalled crossing on Lower Sloane Street). This modelling highlighted
potential additional changes to the design in order to mitigate the impact
of the proposal. This redesign work was completed by consultants on behalf
of RBKC and this design was submitted to TfL in January 2020 to be
modelled. This process involves a number of safety checks in addition to
traffic modelling checks. This work is now in progress.
5) Outline of timetable for installing pedestrian crossing at this
junction.
This scheme is being led by the Royal Borough of Kensington and Chelsea
and the delivery timescales are currently being agreed with us. We would
anticipate being able to complete the new modelling assessment during May
2020. At this point, it will be a decision for the Royal Borough of
Kensington and Chelsea on how to proceed.
