Pedestrian Crossing Widths on Coulter Road and Cuckloo Lane

The request was partially successful.

Dear Kent County Council,
I would like to know the dates of construction and widths of pedestrian crossings along Coulter Road and Cuckoo Lane in Ashford.

I would also be interested in knowing if there is additional protection for crossing users, such as chevrons to provide a 'buffer' between traffic and the crossing.

Please would you also confirm what standards you use for crossing widths to determine the appropriate size, in particular for single carriageway roads such as Coulter Road and Cuckoo Lane.

For clarity:

- By widths I mean the distance between the road on either side of the crossing, as viewed from the crossing users point of view. I am not looking at the length of the crossing. This is to be calculated from the kerb edge to the opposite kerb edge. Any additional protection, such as chevrons on the road, if known should be noted separately.
- Coulter Road, from the roundabout with Long Length and Merino Way to its junction with Chart Road and Knoll Lane
- Cuckoo Lane, from its junction with Coulter Road and Chart Road to Knoll Lane

This should include for the following locations (located by latitude, longitude):
- 51.125968, 0.845654 (between Haywain Close and Harrow Way)
- 51.126588, 0.844385 (between Harrow Way and Barley Way)
- 51.127259, 0.843141 (between Barley Way and Forum Way)
- 51.127851, 0.841861 (between Forum Way and Ploughmans Way)
- 51,128805, 0.840113 (south of Farmers Way – approx location)
- 51,129925, 0.840330 (north of Farmers Way)
- 51,130043, 0.840541 (adjacent to Brisley Close)
- 51.131453, 0.840291 (north of Chart Road, leading to Brisley Court)
- 51.133284, 0.841627 (south west of Wesley School Road)
- 51.133862, 0.842629 (between Langey Drive and Knoll Lane)

Ideally I would like this presented in table format similar to the below:
Crossing Ref/Location | Date of Construction | Width | Additional Buffer Area (if applicable)

If you do not hold all of the information, please proceed with the request for the information you do hold and provide an explanation on why you do not hold the ommitted information.

If you require any clarity on my request, please contact me.

Yours faithfully,

Mr Broughton

Dear Mr Broughton

Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to pedestrian crossing widths.

I am pleased to provide the response below:

With regard to the dates of construction and widths of pedestrian
crossings along Coulter Road and Cuckoo Lane, Ashford, these pedestrian
refuge islands were installed as part of a development and were
constructed around 20 years ago. We do not hold this information and in
order to comment on the widths of the crossings listed we would need to
carry out a site visit to physically measure the crossings. Therefore as
there is no obligation for us to create information in order to satisfy
this request we are unable to assist you at this time.

We can however provide you with our standard detail for a pedestrian
refuge island and attached is our most recent version.

Ideally, to install a pedestrian refuge island in a 30mph limit we would
require a 4m carriageway width (kerb to kerb). This will ensure for a half
metre safety zone around the island (to allow us to maintain the asset
safely) and a 3.5m running lane. If 4 metres is not possible a pedestrian
refuge island can be installed to an absolute minimum width of 3.75m kerb
to kerb.

If you are unhappy with this response, and believe KCC has not complied
with legislation, please ask for a review by following our complaints
process; details can be found at this link
[1]http://www.kent.gov.uk/about-the-council...
on our website. Please quote reference FOI/17/1538.

If you still remain dissatisfied following an internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Freedom of Information Act 2000. Details of what you need to do, should
you wish to pursue this course of action, are available from the
Information Commissioner’s website [2]http://www.ico.org.uk/concerns.

Yours sincerely
