Dear D Edwards

Further to your request of 30 April 2020, which I have treated as a
Freedom of Information request, please find below our response to the
information that you requested.

Query:

I would like to request the pre-determined attendance plans that the
service use.

Response:

Under the terms of the Freedom of Information Act, a request for
information can be refused where one or more exemptions listed in the Act
apply. Our pre-determined attendance plans have been withheld under
section 24 of the Act. Section 24 exempts information for the purpose of
safeguarding national security. It is a qualified exemption, which means
that it is subject to a public interest test.

We acknowledge the public interest in openness and transparency, but we
consider that there is also a strong public interest in us protecting
national security. As an emergency service, we must ensure that
operationally sensitive intelligence is appropriately protected. Releasing
detailed information such as our pre-determined attendance plans may
prejudice our ability to maintain both our own and national security or
allow individuals to target any perceived vulnerabilities. For this
reason, we consider that the public interest in maintaining this exemption
outweighs the public interest in disclosure.

I am sorry that we are unable to answer your query on this occasion. If
you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of the decision,
you should write to the Information Management Team, Dorset & Wiltshire
Fire and Rescue Service, Five Rivers Health and Wellbeing Centre, Hulse
Road, Salisbury, Wiltshire SP1 3NR within 40 working days of receipt of
the original decision. Alternatively you can email
[1][DWFRS request email].

If you are not content with the outcome of your complaint or review, you
may apply directly to the Information Commissioner’s Office (ICO) for a
decision. Generally the ICO cannot make a decision unless you have
exhausted the complaints procedure at the Fire Authority. The ICO can be
contacted at:
