Buckinghamshire & Milton Keynes Fire Authority allow 40 days to enable you
to clarify your request. After this time the request will be closed.

Dear Mr Ludlow,

 

Further to your request for information, about our pre-determined
attendance (PDA) I can confirm that information is exempt under section
24, National Security, of the Freedom of Information Act 2000 (The Act).
 Section 24 exempts information for the purpose of safeguarding national
security. Therefore this letter serves as a Refusal Notice under Section
17 of the Act. As section 24(1) is a qualified exemption, it is subject to
a public interest test.

Public Interest Considerations – Section 24
 
The public are entitled to know how public funds are spent and, whilst
providing an insight into the Buckinghamshire Fire & Rescues Service
(BFRS) may enable the public to have a better understanding of its
operational effectiveness and its use of public resources.

Disclosures under Act are disclosures to the world - not just to the
individual making the request. Any information identifying the focus of
emergency response activity would, or would be likely to enable anyone
wanting to carry out acts of terrorism to gain a greater understanding of
BFRS capacity and make the public more vulnerable to a security threat.

Therefore, whilst acknowledging the public interest in openness and
transparency, we consider that there is a stronger public interest in
protecting security. As an emergency service, we must ensure that
operationally sensitive intelligence is appropriately protected. Releasing
detailed information such as our pre-determined attendance plans may
prejudice our ability to maintain security and allow individuals to target
any perceived vulnerabilities.

For this reason, we believe it is not in the public interest to know the
specific details concerning some incident types and that the greater
public interest lies in maintaining this exemption.

If you have any queries about this email please contact me within two
calendar months quoting reference 63. If you are unhappy with the service
you have received in relation to your request and wish to make a complaint
or request an review of our decision, you should write to the Complaints
Officer at the address below within 40 working days. Our complaints

If you are not content with the outcome your complaint, you may apply
directly to the Information Commissioner for a decision. Generally, the
ICO cannot make a decision unless you have exhausted the complaints
procedure provided by the Authority. The Information Commissioner can be

Lane, Wilmslow, Cheshire SK9 5AF.

 

Please be advised that your request and any other correspondence

Regarding your refusal to enclose PDAs as I requested due to coming under National Security which is understandable, I'm interested to know why OXFRS and RBFRS have confirmed my request but BFRS haven't, considering they all come under the same control room TVFC.
