PCSO David Mallard has been charged with sex crimes relating to a pre-teen:

'David Mallard, 59 from the Bingley area has been charged with attempting to cause or incite a girl under the age of 13 to engage in sexual activity and sexual communication with a child.

He is due to appear at Bradford Magistrates on July 31.

Mr Mallard is currently suspended from the force, West Yorkshire Police confirmed.'

The article refers to his being suspended.

2. If there are certain circumstances when PCSOs receive pay while suspended, please provide information on the circumstances when they do and how much they receive.

3. If your force ever visit schools to deliver talks or otherwise impart information to either pupils or staff, please provide details of the number of such visits you undertook during 2019/20.

'Unfortunately, West Yorkshire Police are unable to provide you with the information requested.

Visits to schools are managed by the local Neighbourhood Policing Teams (NPT) for each district, there are 5 districts within West Yorkshire Police. The PCSO’s within the NPTs are assigned to schools within their area, any visits are conducted at the request of the school or following a specific incident, these visits may be recorded within each PCSOs notebook. There are over 200 PCSOs within one district NPT alone, a manual search of each notebook at 10 minutes for each day they have worked within the period would equate to 8,066 hours. '

It is extremely disappointing to learn that it would take so long for a police force to distinguish between visits to schools by officers 'following a specific incident' and planned visits by officers to impart information.

Surely each local school's administrator in the area would have a note of Police visits?
It is very hard to believe that in this age of technology that any police force would have to go through a pile of handwritten note books!

The UK Database is reporting that he was suspended last July and that he worked as a teacher for 25 years. He was jailed for ten months:

'A Leeds Police Community Support Officer who was a school teacher for 25-years tried to groom who he thought was a 13-year-old girl for sex in an online chat room.

David Mallard – who was based at the Leeds North West Neighbourhood Policing Team – believed he was having sexual conversations with a 13-year-old girl called Bella, Bradford Crown Court was told.

But 57-year-old Mallard of The Crescent, Bingley had been speaking to undercover police officers who had created a fake profile of a young girl during an investigation into online child sexual exploitation

The court heard Mallard told Bella he loved her and wanted to pick her up in his convertible car and described the sexual abuse he wanted to take place.

Jailing him for ten months, Judge Richard Mansell QC said Mallard had been working as a police community support officer with West Yorkshire Police for around two years when he committed the offences last July.'

College of Policing's Barred List:

'The barred list was introduced after the Policing and Crime Act 2017 made it a requirement for all Home Office police forces in England and Wales to inform the College of Policing of conduct or performance dismissals.

The list also includes dismissals of officers who resigned or retired prior to a misconduct hearing being held. Changes in legislation now enable forces to continue with these investigations and, where appropriate, still hold a hearing to establish whether or not the officer would have been dismissed had they remained in the police service.'

A police culture that allows racist, misogynistic or homophobic behaviour to exist is not one we can trust. These breaches are compromising the relationship police have with communities they most need to serve.

From our own work, more than 1,500 police officers and staff have now faced examination by the Independent Office for Police Conduct (IOPC) for their conduct. Of those, 58 per cent faced disciplinary proceedings or were told to improve their performance.

As an example, in two years, we have seen 394 referrals where abuse of power for sexual gain by police officers was a factor.  Of these, 106 were serious enough to be investigated independently by ourselves."'
