Dear University Hospitals Coventry and Warwickshire NHS Trust,

I am writing to make a Freedom of Information Request regarding the payroll software used at your organisation and its functionality. Please complete the FOI questions below for each system used at your organisation for each of the following worker types, indicating which worker type each system pays:
Substantive
Bank
Temporary

1. Name of third-party payroll software
2. Contract start date with supplier (dd/mm/yy)
3. Contract end date with supplier (dd/mm/yy)
4. Annual cost of the payroll software in 19/20?
5. Did the organisation use a framework to procure the supplier? If yes, please state the name of the framework used
6. Which staffing groups does the payroll software process e.g. Medical, Nursing & Healthcare Assistants, Allied Health Professionals, Admin & Clerical
7. What is the frequency of your payroll? E.g. Weekly, Monthly
8. What is the average monthly number of staff processed per payroll in the last 12 months?
9. Does the payroll software integrate with ESR (Electronic Staff Record)?
10. Does the payroll software have an API integration that allows data transfer between the payroll system and NEST Pensions?
11. Does the payroll software have an API integration that allows data transfer between the payroll system and NHS Pensions?
12. What other third party systems does the payroll software integrate with? E.g. rostering system, HR systems etc.
13. Does the software offer functionality to support Pension Caps?
14. Is your payroll managed
A) In-house
B) Partly outsourced
C) Fully managed/fully outsourced"

Information Act received 20th January 2021.  We have set out your request,
together with our response below. 

I am writing to make a Freedom of Information Request regarding the
payroll software used at your organisation and its functionality. Please
complete the FOI questions below for each system used at your organisation
for each of the following worker types, indicating which worker type each

The answers below are for all the above type of staff
1. Name of third-party payroll software - Electronic Staff Record (ESR -
Oracle system) provided by IBM.
2. Contract start date with supplier (dd/mm/yy) - August 2006
3. Contract end date with supplier (dd/mm/yy) - No end date
4. Annual cost of the payroll software in 19/20? - National Contract.
5. Did the organisation use a framework to procure the supplier? If yes,
please state the name of the framework used - No this was a National
Contract.
6. Which staffing groups does the payroll software process e.g. Medical,
Nursing & Healthcare Assistants, Allied Health Professionals, Admin &
Clerical - All staff paid at University Hospitals Coventry and
Warwickshire NHS Trust
7. What is the frequency of your payroll? E.g. Weekly, Monthly - We have 1
x Weekly and 1 X Monthly payroll
8. What is the average monthly number of staff processed per payroll in
the last 12 months? 9482
9. Does the payroll software integrate with ESR (Electronic Staff
Record)?The payroll software is ESR
10. Does the payroll software have an API integration that allows data
transfer between the payroll system and NEST Pensions? No
11. Does the payroll software have an API integration that allows data
transfer between the payroll system and NHS Pensions? Yes
12. What other third party systems does the payroll software integrate
with? E.g. rostering system, HR systems etc - HMRC, Allocate Rostering,
Easy expenses
13. Does the software offer functionality to support Pension Caps? - There
is no cap on pensions this ended in 2008, staff pay a % against their
pensionable pay.
14. Is your payroll managed
A) In-house - Yes
B) Partly outsourced
C) Fully managed/fully outsourced"
15. Please state the name of your payroll service supplier - In-House
at University Hospitals Coventry and Warwickshire NHS Trust using the ESR
system (Oracle) provided by IBM

As we have provided the information that we do hold your request is now
closed.  We trust that this is satisfactory but if you are dissatisfied
with the way that it has been handled you have the right to ask for an
internal review.  Internal review requests should be submitted within two
months of the date of receipt of the response to your original letter and

If you are not content with the outcome of the internal review, you have

Dear Michael

In response to your query.  After checking with the relevant department,
we can confirm that ESR is used to pay all staff types, no other suppliers
are used and agency staff are paid on invoice.
