Dear Ms Minty,

 

Thank you for your information request of 10 June 2019.  Aberdeen City
Council (ACC) has completed the necessary search for the information
requested. Our response is now detailed below.

 

What has been paid by ACC to suppliers each month, from 1st June 2018 to
31st May 2019? Please include the suppliers’ names and amount of payment.

Please note that 7400 suppliers were paid during the period in question.
These include payments to commercial suppliers as well as payments that do
not fall within the scope of this request, such as payments to
individuals  for education Maintenance Payments,  Social Work direct
payments, Foster carers and Kinship carers.

ACC is unable to filter and extract information within the scope of your
request without examining each individual payment/supplier data for the
7400 suppliers.

 

ACC is unable to provide you with information on  what has been paid by
ACC to suppliers each month, from 1st June 2018 to 31st May 2019,
including the suppliers’ names and amount of payment as the cost of
providing it has been calculated as being in excess of the statutory
maximum (£600).  To explain this, it would involve an ACC Officer
examining each individual payment/supplier data for the 7400 suppliers to
locate the information requested. This has been calculated at an average
of 2 minutes per supplier, which equates to 2 x 7400 = 14, 800 minutes
(247 hours), at the cost of 247hours x £15 per hour = £3,705.00 in total.

 

In order to comply with its obligations under the terms of Section 16 of
the FOISA, ACC hereby give notice that we are refusing your request under
the terms of Section 12 - Excessive Cost of Compliance - of the FOISA.

 

ACC would be happy to discuss ways in which you may refine your request,
so we can provide some information of interest to you within the maximum
cost limits. For example, by [reducing the time period you are interested
in etc]. Please do contact the Access to Information team, who will be
happy to advise you, if this is something you would like to pursue.
