Dear Halton Borough Council,

Has the council a means of measuring the number of people that benefit from their donations/grants to charities/CIC/Ltd by Guarantee; companies/organisations (C/Os).

Can the C/Os use funding for advertising, selling and in house property repair/development.

Are the C/Os permitted to fund and or contribute to any national campaigns and or contribute finance to a third party.

Do the Council tax payers have easy and complete access to the C/Os services during day time shopping hours by foot or public transport. Are C/Os committed to advertise their presence in Halton by having a permanent presence in the town and regular campaigns in the three areas of community activity; Runcorn Shopping City, Runcorn Church St, Widnes Green Oaks.

What areas of benefit/activity is duplicated by C/Os and Halton Borough Council employed staff.

Are the C/Os used to prop up the council’s departments or to compete with the council's departments.

Please see below response to your recent request for information.

 

There are a significant number of charitable organisations/groups and
other status companies in Halton who, like the Council, are working to
promote and support the health and well-being of members of the local
community. Whether the Council can measure the benefits derived from any
grants that it provides to these organisations or groups would be wholly
determined by the specific activity or project that was supported by such
a grant.  In order for a grant to be provided, the organisation/group
would be required meet a strict funding eligibility criteria. Once grant
funding has been awarded, how it is used would be at the discretion of the
particular organisation or group, so long as it is spent in accordance
with the details provided within the grant funding application and its
meets the overall aims and objectives of the stated project or activity to
be delivered.  The promotion of, and access to, any particular service for
members of the local community would also be determined by the specific
details of each individual project or activity being delivered.
