I refer to your request for information dated 20^th July 2011 (email
attached) and your clarification received by the University on 17^th
September 2011 (email attached).

 

The University holds the information that you have requested. However to
provide a list of all individual payments to outside bodies the University
would need to retrieve approximately 13,000 transactions per year each,
from which, it would need to extract and collate the information that you
have requested. Assuming a minimum of 1 minute per transaction (i.e. a
total of 217 hours) and would be undertaken by an accounts clerk (Grade 6,
£16.53 per hour). Hence the estimated total cost of providing the
information that you have requested 217*£15 (maximum chargeable hourly
rate) i.e. £3250 for each year.

 

As the estimated cost of providing the requested information exceeds the
cost prescribed in the regulations of £600 the University is relying on
Freedom of Information (Scotland) Act 2002 paragraph 12(1) Excessive cost
of compliance together with paragraph 13(2) to withhold the requested
information.

 

University reimbursed expenses must be incurred only  for work undertaken
by members of  the University’s staff in executing their duties for the
University.  Expenses relate to work wholly and entirely for University
business in support of the University’s strategic goals including delivery
of its  international strategy. Regulations governing the University’s
expenses policy can be found in the University’s Expenses Manual

Staff in the University make approximately 4,000 expense claims per year.
In order to provide you with the information that you require would
require the University to extract and collate information from the
University’s Finance System and original expense claim forms.

 

A list of expenses for the University’s Executive for the past 2 years can
be found in the attached file albeit not to detail that you have
requested. The time taken to produce this for each year (based on
approximately 300 transactions) is approximately  a week (i.e. a cost of
£600). Therefore an estimated cost for 4,000 claims per year would be
£12,000 for each year. As this far exceeds the cost prescribed in the
regulations of £600 the University is relying on Freedom of Information
(Scotland) Act 2002 paragraph 12(1) Excessive cost of compliance together
with paragraph 13(2) to withhold the requested information.
