Where the council is responsible for On-Street and Off Street pay and display car parking (excluding Off-Street pay-on-foot and pay-on-exit car parks, permits, season tickets, PCN and other income)
For the period 01/04/2019 to 31/03/2020, please could you tell me:

The total number of Off Street pay and display parking transactions/tickets sold (all payment methods)
The total number of On Street pay and display parking transactions/tickets sold (all payment methods)

Total Off Street pay and display income (cash, credit/debit card, pay by phone)
Total On Street pay and display income (cash, credit/debit card, pay by phone)

Total number of Off Street pay and display parking transactions/tickets sold via a pay by phone provider
Total number of On Street pay and display parking transactions/tickers sold via a pay by phone provider

your request, in accordance with the Freedom of Information Act 2000, I

The Council does not provide On Street pay and displaying parking,
therefore it does not hold the requested information. 

 

3.     Total Off Street pay and display income (cash, credit/debit card,
pay by phone) is

 

£989,669.50 

 

4.     Total On Street pay and display income (cash, credit/debit card,
pay by phone)

In relation to the Council’s current pay by phone parking provider, can
you tell me:

 

1.     What is the contract expiry date for your pay by phone parking
provider, including any extension periods?

 

Expiry date is 22nd Nov 21 with 1+1 extensions

 

2.     What is the current notice period required in order for the Council
to exit this contract?

 

The notice period is 6 months.

 

3.     What is the current contract value, annualised over the period
01/04/2020 – 31/03/2020?

 

Whilst we confirm that we may hold the requested information, the Council
considers it to be exempt under Section 43(2) of the Freedom of
Information Act 2000 which states:

 

43(2)

Information is exempt information if its disclosure under the Act would,
or would be likely to, prejudice the commercial interests of any person
(including the public authority holding it)

 

Section 43 is a qualified exemption. This means that for the exemption to
be properly applied it must be shown that the public interest in
withholding this information outweighs the public interest in disclosure.

 

In considering the public interest we have identified the following
factors:

 

Factors favouring disclosure:

·            Disclosure would facilitate accountability and transparency
in the Authority’s delivery of its services.

 

Factors against disclosure:

·            The potential to damage the current provider’s commercial
interests in a competitive environment by revealing market-sensitive
information or information of potential usefulness to the provider’s
competitors.

 

In conclusion and in balancing these factors, I am satisfied that the
public interest in withholding this information outweighs that in its
release.

 

In accordance with Section 17 of the Freedom of Information Act 2000 this
letter acts as a Refusal Notice as we have not provided all of the
information requested.

 

I hope this response satisfies your request. If you are dissatisfied with
the handling of the request, under the Freedom of Information Act 2000 you
have the right to request a review of the Council’s response to your
request for information.  If you wish to request a review, please write to

guidance, a request for a review must be made within 2 months of a
