Passenger numbers post covid
Dear Department for Transport,
In the context of my previous request (your reference: F0018879) I wish to raise two specific questions:
Firstly now that the Department is taking all of the revenue risk for the TOCs the Department is responsible for, is it still correct to say that Lennon data is still considered commercially confidential? Additionally this would draw the inevitable conclusion that the taxpayer has no concept of the level of support being given to the TOCs on a 'per passenger' basis?
Secondly, it has come to my attention that the Department have been requiring passenger count data (ie that entirely removed from revenue, such as manual counts and data from automatic counting equipment) to be submitted by the TOCs. I would thus request that consideration be given to whether this data can be released.
For the avoidance of doubt, any breakdown below 'National Rail' level would satisfy this request, whether it be by TOC, Sector or, as you described in your previous response 'historic rail operational areas'. In addition at this time a one week snapshot, from a period after 1 August 2021 will be acceptable, rather than necessarily requiring a large amount of data.
