Dear Aberdeen City Council,

1) Can you tell me how many parking tickets (PCNs) have been issued yearly (to present day) since 2014.

2) Can you please break down the figures for 2019 by month.

3) How many parking tickets have been cancelled? (Same time periods as 1 and 2)

4) Of the parking tickets issued in those time periods, how many have been appealed? (Same time period as 1 and 2)

5) How many parking tickets have been processed?

6) How many people are employed by Aberdeen City Council to process parking ticket appeals?

7) If there is a backlog of dealing with appeal requests, how long currently is that backlog? ie what month are they now processing appeals for?

5) How many parking tickets have been processed?

We would be extremely grateful if you could clarify what you mean by
‘processed’? Parking tickets are issued and either paid/not paid or
appealed.

 

Clarifying these points will help us to be sure we are providing, where
possible, the information you are interested in.  Please note we will keep

Hi Grant,

If it helps, last year there was a backlog of appeals. So while there may have been (for example) 1,000 people who have appealed in the space of 6 months, only 500 might have been processed in that six months (ie made it through to a decision)

Please note that the above figures show how many Penalty Charge Notices
have subsequently been cancelled as at 05 August 2019. Action continues to
be taken on PCN’s for a variety of reasons so these figures are only
accurate on the day that they were run.

 

4) Of the parking tickets issued in those time periods, how many have been

Please note that once a PCN has been issued, appeals can be made prior to
and subsequent to a Notice to Owner being issued and that the customer
also has the right to submit an appeal to the Parking and Bus Lane
Tribunal (Scotland) should their appeals(s) be rejected by the Local
Authority. As such each PCN can be subject to more than one appeal. The
figures given above represent the total number of appeals received and not
the total number of PCN’s which have been appealed.

 

From mid-2018 the number of cases dealt with by the Parking and Bus Lane
Tribunal (Scotland) is not included in the figure due to a change in the
way that these cases are dealt with by the Tribunal Service.

 

ACC is unable to provide you with information on of the parking tickets
issued in those time periods, how many have been appealed as it is not
held by ACC.  In order to comply with its obligations under the terms of
Section 17 of the FOISA, ACC hereby gives notice that this information is
not held by it. 

 

5) How many parking tickets have been processed? Clarification received:
If it helps, last year there was a backlog of appeals. So while there may
have been (for example) 1,000 people who have appealed in the space of 6
months, only 500 might have been processed in that six months (ie made it
through to a decision) 

All appeals submitted to ACC for each of years above up to May 2019 have
been processed. As at 16 August 2019 the following number of Penalty
Charge Notice Appeal have still to be dealt with.

These figures do not include any cases where the customer has appealed to
the Parking and Bus Lane Tribunal (Scotland).

 

6) How many people are employed by Aberdeen City Council to process
parking ticket appeals?

There are currently 4 members of staff and 1 Senior Admin Assistant
(Parking and Bus Lane Appeals) dealing with Parking and Bus Lane appeals.
Their duties are not restricted to dealing with appeals for Penalty Charge
Notices.

 

7) If there is a backlog of dealing with appeal requests, how long
currently is that backlog? ie what month are they now processing appeals
for?

Appeals received in June are currently being processed by the Parking and
Bus Lane Appeals team.

 

There are a small number of cases still being dealt with which are older
than this where further evidence or information has been requested from
appellants, other Council Services or external agencies to inform the
decision making process.
