Dear Walsall Metropolitan Borough Council,

I wanted to get in touch to see if you'd please be able to help me with a few of these questions, relating to your area.

I would like to know..
1. How many Blue Badge holders are in your area?
2. How many council-owned parking spaces there are?
3. How many of these council-owned parking spaces are for Blue Badge holders?
4. How many of these council-owned parking spaces are parent-child spaces?
5. How many fines are, on average, given out, to those that park in Blue Badge spaces that aren't allowed to park there?
6. The same for parent-child spaces.

Update – Your Information Rights Requests and Coronavirus:

 

Walsall Council is working extremely hard to ensure the safety and
wellbeing of all residents of the borough during this difficult period. As
part of this working practices and priorities within the council may need
to change in line with advice from the Government and our own Public
Health Service.

 

This may mean that our usual processes for responding to requests for
information will need to change, and unfortunately you may experience
delays in receiving the information you have requested.

 

We apologise in advance if we cannot respond within the statutory

Further to your request for information about Parking Spaces, I can tell
you the following:

 

1. How many Blue Badge holders are in your area? Walsall Council do not
hold this information in a reportable format, therefore the information
you have requested is not recorded or held information and is therefore
exempt from disclosure under section 1 of the Freedom of Information Act.

 

2. How many council-owned parking spaces there are?

There are 2597 Highways off street parking spaces in Walsall MBC

 

3. How many of these council-owned parking spaces are for Blue Badge
holders?

There are 146 blue badge spaces in the council highways off street car
parks  

 

4. How many of these council-owned parking spaces are parent-child spaces?

There are no parent-child parking spaces

 

5. How many fines are given out a month (on average) for people that park
in Blue Badge spaces when they have no Blue Badge?

There are several reasons for a fine to be issued relating to misuse of a
blue badge/blue badge bay i.e. not displaying a clock with the blue
badge.  There have been on average 55 PCNs issued per month for incorrect
use of a blue badge bay, however, many of these PCNs (average 12 per
month) are cancelled when the blue badge holder appeals evidencing a valid
blue badge. 

6. The same for parent-child spaces – no PCNs have been issued.  We have
no Parent-Child bays and these are also unenforceable.

Most of the information that we provide in response to Freedom of
Information Act 2000 requests will be subject to copyright protection.  In
most cases the copyright will be owned by Walsall Council. The copyright
in respect of other information may be owned by another person or
organisation, as indicated.
