Parking issues on Dunheved Close, and Dunheved Road South, North and West

We're waiting for Anthony Ellis to read a recent response and update the status.

Dear Croydon Borough Council,

Please provide the results of the residents ballot held into a CPZ for Dunheved Close, and Dunheved Roads South, North and West. Please include the number of people who chose to participate and the number of residents who were invited to participate.

Please also include any and all data the council holds about the CPZ scheme and parking issues in the area.

I write further to my colleague’s email. I apologise it has taken this
long to provide you with the information you requested which is attached.

 

I attach the Traffic Management Advisory Committee Report for its meeting
held on 2 May 2019. This is also available on the public website (via a
search of ‘committees or Traffic Management”), but I have attached it for
ease of reference. It was this meeting which considered the results of the
formal consultation on the proposed introduction of a CPZ into the Boston
Road/Keston Road/ Broughton Road Area.

 

I am instructed that as a result of a petition received from residents of
Broughton Road, Colvin Road and Whitehall Road, it was also agreed to
re-consult residents of Dunheved Roads, North, South, West and Close and
Sharland Close to determine whether 8am to 8pm Monday to Sunday or 9am to
5pm, Monday to Saturday controls should be introduced, matching controls
on roads surrounding Croydon University Hospital.  The results will be
reported to the next available Traffic Management Advisory Committee
meeting scheduled to be held 16 October 2019.

 

I trust this addresses the points raised in your FOI request. Please
contact me if you feel the Council has not provided the information you
requested.

 

If you are unsatisfied with the Council’s response, it is open to you to
contact the Information Commissioner for their view as to whether the
Council has abided by the Freedom of Information Act and Environmental

I refer to my acknowledgement of your request for an internal review dated
25 September 2019 in respect of the fact that the information provided to
you did not list the “number of spoiled ballots in both consultations”

 

You will have noted from the documentation previously sent to you that the
reports provide details of the number of consultation papers sent out as
well as the number of completed responses received back as against the
various roads subject to the consultation in question. For these purposes,
where a resident consulted does not include their name and address on the
response paper, it is treated as “spoilt” and is not taken into account in
relation to the consultation as is set out in the consultation response
form.

 

I am advised by officers that they have checked the responses received for
both consultations and there was a single “spoilt” response in respect of
the consultation which took place in relation to the 2018 consultation
which was reported to Traffic Management committee on 2 May 2019.

 

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a

Dear Stockton, Jessica,

In respect of the 2019 consultation there were at least two papers returned spoiled, my own and my neighbours. We intentionally spoiled our paper by writing a clear message that we were against any CPZ at all.

Given that 3 out of the 4 streets in our cluster voted against the imposition of a CPZ in 2018, I would like to know for the public record, how many other ballots were returned in this manner in 2019, since it is important to the context of the councils approach to future consultations. i.e. the question we were asked in 2018 was flawed. It was not that the council wished to know if we would like a CPZ on our street, it was that the council wished to know if residents desired a CPZ on all 27 streets in the proposed zone. That was the actual choice being made.

If the correct question had been asked at the outset then the council's conclusions from the vote would not be invalid and residents would not be so annoyed at this messy and unhelpful process we've all been dragged through.

Our cluster of 4 connected streets voted no, resoundingly. Yet we are now told that because other streets not connected to ours voted narrowly in favour of this approach we must have it forced on us. The second consultation, despite lacking a 'no' option, is now being used as a mechanism to justify this imposition - I have no doubt this was the entire point of the second exercise and that the omission of the 'no' option was calculated to achieve a desired outcome.

Notwithstanding, when asked for the data the information we've received has been partial, or clearly set out in a manner which is intended to support the imposition of the zone, rather than simply a report of the plain facts.

So I ask again for the tally of votes for and against including the spoiled ballots. If the council is going to ask the public to vote on an issue then it is reasonable to ask for impartial and accurate accounting of the results to be published.
