Parking fines PCN
Dear Leeds City Council,
Yet again I find another piece of litter on a windscreen.....so scared and must pay LOL
I have a question that the public may wish to know the answer to.
On the PNC (ticket) you refer to non payment will result in you issueing a NTO (notice to owner) and given the fact a V5 document clearly state THIS DOCUMENT IS NOT PROOF OF OWNERSHIP you have a problem.
The burden of proof in law (civil/legal) requires you to prove and this fact is not possible, thus you rely on deception and get poeple to contract.
Q1. How do you prove ownership of a vehicle ??????? :D
SYSTEM FAIL, rip me off once i get educated, rip me off twice i deserve it.

Thank you for your enquiry.
Leeds City Council issues Penalty Charge Notices under powers in the
Traffic Management Act 2004. The following definition is provided in the
Act :
· “owner”, in relation to a vehicle, means the person by whom the
vehicle is kept, which in the case of a vehicle registered under the
Vehicle Excise and Registration Act 1994 (c. 22) is presumed (unless the
contrary is proved) to be the person in whose name the vehicle is
registered;
This means that the owner of the vehicle is taken to be the registered
keeper at the time of the offence according to DVLA records, unless it is
proved that someone else owns the vehicle. There is no further guidance on
what would constitute proof.
If you wish to challenge a ticket on this basis you are of course free to
do so
