Parking Enforcement Contracts
Dear Rushmoor Borough Council,
I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below:
The details we require are:
• What Enforcement Contracts for On and Off Street Parking do you have that are currently active including their contract start and end dates, where the end date of the contract is in the future.
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages.
• Actual spend on these contracts and frameworks (and any sub lots), from the start of the contract to the current date.
• Start date & duration of framework/contract(s)?
• Could you please provide a copy of the service/product specification given to all bidders for when these contract(s) were last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Dear Diane,
Thank you for your Freedom of Information request which we received on the
6^th June.
I would like to apologise that the response to this is late.
Unfortunately, the officer dealing with this request was on 3 weeks of
annual leave.
The Council does hold the information however it is split between our
Parking team based at Rushmoor Borough Council and the Procurement team
which is handled by Portsmouth Council. The Council would therefore like
to request an extension until Wednesday 20^th July.
Please confirm whether this would be agreeable for you.

Answer Imperial Civil Enforcement Solutions start date April 2015
extension on an annual basis.
Marston Group – start date 1 February 2010 – January 2024
• Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages.
Answer – we do not hold this data
• Actual spend on these contracts and frameworks (and any sub lots), from
the start of the contract to the current date.
Imperial – 1 April 2016 to date - £45,462.97
Marston Group – no costs are incurred for the Enforcement Agent
contract.
• Start date & duration of framework/contract(s)?
Answer – as above
• Could you please provide a copy of the service/product specification
given to all bidders for when these contract(s) were last advertised?
Answer – we do not hold this data
• Is there an extension clause in the framework(s)/contract(s) and, if so,
the duration of the extension?
Answer – Imperial contract permits annual extensions as part of the SLA.
Marston contract permits extensions for a mutually agreed period.
• Has a decision been made yet on whether the framework(s)/contract(s) are
being either extended or renewed?
Answer – The Imperial contract will be renewed. No decision has yet been
made regarding the Marston contract.
• Who is the senior officer (outside of procurement) responsible for this
contract?
Answer – Kirsty Hosey, Parking Manager
