Dear Northamptonshire County Council,

I understand that you are the parking authority for Corby Borough Council's off-street car parks even though they are provided by Corby BC under their Traffic Orders. This commenced in February 2013 under a delegation agreement.

If you are the parking authority, please disclose all the Parking Accounts as required by section 55 of Road Traffic Regulation Act 1984 for these car parks only:

1. Victoria Place
2. Parkland Gateway
3. Corby train station.

The Secretary of State's Statutory Guidance to Local Authorities on the Civil Enforcement of Parking Contraventions states: -

What enforcement authority annual reports should include

Financial
• Total income and expenditure on the parking account kept under section
55 of the Road Traffic Regulation Act 1984 as modified by regulation 25 of
the Civil Enforcement of Parking Contraventions (England) General
Regulations 2007 (see paragraph 12.12 above).
• Breakdown of income by source (i.e. on-street parking charges, on-street
penalty charges and off-street penalty charges)
• Total surplus or deficit on the parking account
• Action taken with respect to a surplus or deficit on the parking account
• Details of how any financial surplus has been or is to be spent, including
the benefits that can be expected as a result of such expenditure.
Statistical
• Number of higher level penalty charge notices issued
• Number of lower level penalty charge notices issued
• Number of penalty charge notices paid
• Number of penalty charge notices paid at discount rate
• Number of penalty charge notices against which an informal or formal
representation was made
• Number of penalty charge notices cancelled as a result of an informal or a
formal representation is successful)
• Number of penalty charge notices written off for other reasons (e.g. an
error by the civil enforcement officer or driver untraceable)
• Number of vehicles immobilised
• Number of vehicles removed

Please note that due to the emerging Coronavirus pandemic Northamptonshire
County Council will have difficulties in responding to requests received
under the Freedom of Information Act or the Environmental Information
Regulations within the time limits imposed by the legislation.  This is
because staff are being redeployed to services which the Council is
obliged to prioritise above this Service during this time.

they will be attended to at least until the Service is resumed on or

I am writing to you in respect of the Freedom of Information request below that you previously submitted to Northamptonshire County Council and subsequent to the COVID-19 outbreak.

As we have previously stated, we had reviewed the way in which we were processing requests due to allocation of resources within the organisation. I am writing today to confirm that we are now in a better position to complete your request should you still want the information.
