Parents of children subject to child protection plans.

Dear Birmingham City Council,

Please pass this on to the person who conducts Freedom of Information requests.
I am writing to request information under the Freedom of Information Act 2000. I would be interested in any information held by your organisation regarding my request on parents of children subject to child protection plans under the category of child sexual abuse. The child protection plan will need to have ceased. I am specifically seeking information on parents who are non- white English (This will include Scottish, Irish and Welsh heritage)
I would like to request the following information, covering the last three years (from 1st April 2017- 31st March 2020):

1. HOW MANY CHILD/REN WHO ARE NOT WHITE/UK WERE CONFERENCED REGARDING BEING SUBJECT TO A CHILD PROTECTION PLAN UNDER THE CATEGORY OF CHILD SEXUAL ABUSE? (INCLUDE SCOTTISH, WELSH AND IRISH CHILDREN living in the UK)
2. WAS THE CHILD/REN MADE SUBJECT TO A CHILD PROTECTION PLAN?
3. WAS IT A MAJORITY DECISION?
4. DID THE CONFERENCE CHAIR OVERRULE THE DECISION FOR OR AGAINST THE MAKING OF A PLAN?
5. DID THE PARENTS HAVE A CHANCE TO EVALUATE THE CONFERENCE BY WAY OF FEEDBACK?
6. OF THE CASES THAT WERE MADE SUBJECT TO A CHILD PROTECTION PLAN UNDER THE CATEGORY OF CHILD SEXUAL ABUSE, HOW MANY PROGRESSED SIGNIFICANTLY WHEREBY THE CHILD/REN CEASED TO BE SUBJECT TO A PLAN DUE TO POSITIVE PARENTAL INPUT?

Please provide the above information in the form of electronic files. If it is not possible to provide the information required due to the information exceeding the cost of compliance limits identified in section 12, please help under section 16, obligation of the Act, as to how I can refine my request.

I am writing to ask you to clarify your request. This is because we need
further details from you in order to identify and locate the information.
Therefore I should be grateful if you would clarify what you mean
regarding ethnicity
 
 In order to assist you, I can tell you that we hold the following
information.

The question states exclude 'White/UK' but include Scottish, Welsh and
Irish Children but from the DfE guidance we record Ethnicity using the DfE
main categories and listed below are the five that represent White

Code set for ethnic origin Code Description :

WBRI White British

WIRI White Irish

WOTH Any other White background

WIRT Traveller of Irish Heritage

WROM Gypsy/Roma

Under White British the following extended codes can be recorded of
White-English, White-Scottish and  White-Welsh but these codes are not
commonly recorded so will not be able to distinguish from the database
other than a data trawl.

Are you able to clarify what you require in order for us to progress with
this request.

 
I will not be able to take this matter further without this extra
information from you. Please let me know by 20/01/2023.
 
If I do not hear from you within the timeframe provided, I shall take it
that you do not wish to pursue this request and will consider the request
