I am interested in how many students have received an overpayment on their Maintenance Grant or Maintenance Loan which they have then had to repay after graduating.

Please could you provide figures for the number of students who have received Maintenance Grant overpayments and Maintenance Loan overpayments from SLC each year since 1989.

If it's not too much hassle, please could you provide a reason for each overpayment (ie, administrative error, payment made based on underestimated/ incorrect family income given by student, etc).

Dear Ms Parnaby

We have been progressing your request and I have been asked to seek
clarification of your specific requirements.

You have asked for the number of students who received an overpayment
which they have then had to repay after graduating.  For maintenance
loans, these all enter repayment, so are then all required to be repaid
once a customer has become liable to repay.  We wanted to clarify if you
are specifically referring to customers who have entered our collections
process for the maintenance loan overpayment to be pursued as a separate
balance, or all loan customers with an overpayment?

Please also note that we don't know if a student graduates from their
course or not, and will not be able to provide 30 years' worth of data or
reasons for the overpayments arising within the appropriate costs limit.
 We would suggest a slight revision to your request to change "after
graduating" to "after leaving their course", and will aim to provide as
many years as possible from the most recent back within the appropriate
costs limit.

We would be grateful if you could clarify your specific requirement as
outlined in the second paragraph above, and confirm if you are content
with the approach set out in the third paragraph above, at your earliest
convenience.

By 'overpayments' I am referring to when SLC have given more money to students than they were entitled to - in error or because the student has given incorrect estimations of their household income, for example.

This could be in the form of grants or loans.

I am not referring to standard repayments which begin once a student starts earning over the threshold.

Your suggestion of a slight revision to your request to change "after graduating" to "after leaving their course" makes sense - thanks.

I refer to your recent email dated 29^th December 2019 requesting the
following information under the Freedom of Information Act 2000 (“FOIA”).

“I am interested in how many students have received an overpayment on

Clarification of your request was sought and you provided the following
clarification by email dated 20^th January 2020:

Advice was provided that it would not be possible to provide 30 years’
worth of data within the appropriate costs limit applicable to Student
Loans Company Limited (“SLC”), however that we would aim to provide as
many years as possible within the appropriate costs limit.

Response

Within the appropriate costs limit it has been possible to provide data
back to 2012.  Please refer to the attached spreadsheet, and the
notes/caveats associated with the data that can be found at the bottom of
the “data” tab.  

Regarding your final requirement, for a reason for each overpayment, this
is not possible within the appropriate costs limit as reasons can only be
established through checking individual accounts.  Overpayments can occur
for a number of reasons including:
·        withdrawals/suspensions from course;
·        change of circumstances;
·        over-estimation of obligations/under-estimation of income for
Dependants’ Grants;
·        under-estimation of income for Current Year Income Assessments;
·        when a customer is asked to return evidence to support their
grant application e.g. child care information, and fails to return the
requested evidence. If they do not return this, then they are reassessed
as not being eligible for the payments;
·        self-declaration of sponsor income, audit checked throughout the
academic year for returning students;
·        incorrect data supplied by the student or HEP on their study
pattern and placements which is later picked up for review through
internal sweeps and audits;
·        incorrect data from a student on their entitlement to other
bursaries which affects their SFE entitlement picked up through internal
sweeps;
·        incorrect data from a student and/or sponsor on their household
composition;
·        incorrect data validated by a HEP such as confirming attendance
on a full-time course attracting full maintenance support when it is not
full time study but distance learning;
·        Department for Education instruction and de-designation of HEPs
and courses that may result in recovery of funds;
·        fraudulent applications; and/or
·        admin errors.

Internal review process

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review.

Internal review requests should be submitted within two months of the date
of receipt of the response to your original request and should be
