Outstanding European Arrest Warrant, issued since 2015, that involve foreign nationals

The request was refused by Crown Prosecution Service.

Dear Crown Prosecution Service,

I would like data for any outstanding European Arrest Warrants issued in England and Wales since 1-1-2015 until the present date for foreign nationals, but I only require data for those outstanding EAWs that have been issued following either:
a) a conviction of an extradition offence of an individual, or
b) the issuance of a domestic arrest warrant (first-instance warrant) under section 1 of the Magistrates' Courts Act, provided the individual has not yet been convicted, or
c) the issuance of a domestic arrest warrant (bench warrant) under section 7 of the Bail Act, provided the individual has not yet been convicted.
Furthermore, I only require the data for EAWs that have been requested by either the Met, the Home Office, or the NCA. Perhaps to clarify this (considering that the NCA plays a part in the issuance of every EAW since it receives the EAW from the CPS), I mean that I only need the data for EAWs where one of these three organisations has played a part in gathering the information needed to obtain the EAW, including but not limited to the obtention of the domestic warrant.

For the outstanding EAWs that have been issued and that meet the above criteria, please present it in one spreadsheet for each month since January 2015, and organise the spreadsheet by requesting LEA, nationality of the offender, the offence(s) committed, and specify which type of domestic warrant was issued and if the person has been convicted (i.e. on what basis the EAW was issued). For example, you could have four columns, with the heading of each column as described above. If a person is wanted for more than one offence, please specify this on the spreadsheet with a note.

Although I would prefer the age (if known) to be presented in terms of the year and month of birth of the offender, if this would be too much trouble it can also be presented in terms of age in years (e.g. 39 meaning that the person has reached his/her 39th birthday but not yet his/her 40th). Law Enforcement Agency (i.e. including all police forces, NCA, Home Office etc., and in this context essentially referring to any organisation/agency which requested the issuance of a EAW). In my original request I stated that one of the criteria of organising the data is by which LEA requested the warrant, so examples would be: The Met, Greater Manchester Police, NCA etc. Please confirm receipt of my email as Whatdotheyknow seems to sometimes mess up the email addresses.

I am writing to request an internal review of Crown Prosecution Service's handling of my FOI request 'Outstanding European Arrest Warrant, issued since 2015, that involve foreign nationals'. Ref. no 6133

I am willing to 'trim down' my request so that it might not exceed the cost limit.

First of all, you mention that there are 13 CPS 'areas' and each of them issues their own EAWs. Please clarify if the total number of EAWs requested by all of the 13 areas is equal to the total number of EAWs requested in England and Wales (over a certain period of time, of course). Please also clarify, in cases where the authority requesting the issuance of a EAW is a national-wide agency/organisation (e.g. HM Revenues and Customs, Home Office, NCA) instead of a territorial force, which CPS area would the 'case' have to be processed through, if at all?

As I specified that I require details for only non-British nationals, I believe that in fact not all cases would need to be 'manually reviewed', at least not thoroughly. For example, since the number of all EAWs issued in 2015 is not too large, upon first inspection of the file, if the offender is British then that file can be immediately ignored. This process, as I believe you would agree with me, would take perhaps no more than a minute per file at most. The cost of sorting out the remaining files would then be far less.

The criteria by which the data is to be broken down is as follows (slight changes from the original): age, nationality, and offence(s) involved. If possible please present the data, broken down by all of the three criteria mentioned above, on the same spreadsheet.

However, I do understand that even with the process described above the cost limit might still be exceeded. In this case it would be acceptable to narrow my request further down to only those EAWs requested by nation-wide agencies/organisations (as described above), as well as those processed by CPS London.

  I am writing regarding my request IR.6133.16. In my request for the IR I
