I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the following.

The details we require are:

• Does the Trust make use of outsourced tele-radiology reporting services for either overnight on-call (emergency) or routine radiology reporting (or both)?

• If you do make use of tele-radiology reporting, please provide the names of the providers of each service (on-call and elective separately please)?

• If you do make use of tele-radiology reporting services, please provide the annual volumes for both 2019 and for 2020 sent to each provider, broken into the following:

o Overnight on-call
o Elective Reporting (MRI, CT)
o Plain Film Reporting
o Split into each hospital within the Trust

• Start date, duration and end date of any contracts with tele-radiology providers?

• Was the contract procured via a framework (direct award, which framework?), mini-tender, or ITT procurement process?

• Who is the senior officer (outside of procurement) responsible for this contract?

Firstly, I would like to apologise for the delay in responding to you, unfortunately we are experiencing a backlog in processing and the approval process Freedom of Information requests due to capacity within the team.

Unfortunately, when your Freedom of Information request was sent for approval, the respondent flagged a question relating to one of your questions. Can you please clarify for us and we will escalate this back to the respondent.

Can we please have clarity on what is meant by Elective and the break down that has been requested for the data. Some of the data will fall into multiple categories so will be double counted?

They would suggest breakdowns of either modality (CT/MR/US etc) or patient referral type (In pt/ out pt/ gp etc).

Can you let us know if this would be okay to breakdown as above?

Hi there,

'On-call' is emergency reporting overnight - ie. 1 hour turn around time outside of normal working hours (5pm - 9am for example).

Elective is 'routine' outsourced reporting - ie. 48-72 hours turn-around time. Non-urgent reporting.

Elective – 4Ways

 

 

• If you do make use of tele-radiology reporting services, please provide
the annual volumes for both 2019 and for 2020 sent to each provider,
broken into the following:

 

o Overnight on-call – N/A

 

o Elective Reporting (MRI, CT) – 2020: 695 2019: 3719

 

o Plain Film Reporting – 2020: 1358 , 2019: 1976

 

o Split into each hospital within the Trust – We record as one site, even
though we are split between Warrington Hospital and Halton Hospital.

 

• Start date, duration and end date of any contracts with tele-radiology
providers? 12^th August 2019. Arranged via a Purchase Order, which is
on-going.

 

 

• Was the contract procured via a framework (direct award, which
framework?), mini-tender, or ITT procurement process? Direct Award via a
Waiver.  Subsequent regional procurement awarded to 4-Ways.

 

 

• Who is the senior officer (outside of procurement) responsible for this
contract? Mark Jones, Radiology Manager.
