Outsourced Radiology Reporting Services

The request was successful.

Dear Hampshire Hospitals NHS Foundation Trust,

I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the following.

The details we require are:

• Does the Trust make use of outsourced tele-radiology reporting services for either overnight on-call (emergency) or routine radiology reporting (or both)?

• If you do make use of tele-radiology reporting, please provide the names of the providers of each service (on-call and elective separately please)?

• If you do make use of tele-radiology reporting services, please provide the annual volumes for both 2019 and for 2020 sent to each provider, broken into the following:

o Overnight on-call
o Elective Reporting (MRI, CT)
o Plain Film Reporting
o Split into each hospital within the Trust

• Start date, duration and end date of any contracts with tele-radiology providers?

• Was the contract procured via a framework (direct award, which framework?), mini-tender, or ITT procurement process?

• Who is the senior officer (outside of procurement) responsible for this contract?

Thank you for your help.

Yours faithfully,

Mr J Hetfield

Dear James,

Please be reassured that this has been processed and we are awaiting clarification regarding a response from the relevant department. Our automated acknowledgement highlights that the Hospital faces a number of challenges due to the impact of the COVID-19 pandemic. Whilst the second peak is subsiding, the Trust is still under a lot of pressure which can cause delays.

Dear Hampshire Hospitals NHS Foundation Trust,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Hampshire Hospitals NHS Foundation Trust's handling of my FOI request 'Outsourced Radiology Reporting Services'.

You've used section 43(2) to refuse to disclose the volumes of outsourced radiology reports your Trust procures. This is invalid for the following reasons:

- There is absolutely public interest to have complete transparency around exactly how much of the Trust's radiology service is outsourced to a private company. Your statement of no public interest is false.

- My FOI request involves volumes of studies only, not costs, therefore disclosure would not allow a rival company to 'easily recreate the research and methodology the winning bidder uses'. There would be no impact on the 'winning bidders' commercial interests, nor the Trust's.

Therefore, your claims of Section 43(2) exemption is invalid.

Please provide the requested information ASAP.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/o...

Yours faithfully,

Mr. J. Hetfield
