Please see Exemption below

Answer 1(ii)

We are not able to give you a precise number in response to this question
because of the very low

numbers of people involved and therefore the possibility that the
individuals involved could be identified.

If it were possible to identify the individuals involved (from the
information that we provide and other

information that may be available to people) it would be a breach of the
Data Protection Act to disclose

the information. Where it would breach the Data Protection Act to disclose
information, that information

is exempt from the Freedom of Information Act under Section 40(2).

Our general approach is not to provide a number when that number is 5 or
less in order to minimise the

risk of identification. I can therefore confirm that it was less than five
but cannot be more specific.

Answer 5(iv)

I can confirm that we hold the information that you have requested.
However, from our initial consideration

of your request, we have estimated that it will cost more than the
‘appropriate limit’ to consider your request.

Section 12 of the Act allows public authorities to refuse requests for
information where the cost of dealing

with them would exceed the appropriate limit, which for local government
is set at £450. This represents

the estimated cost of one person spending 18 hours in determining whether
the department holds the

information, locating, retrieving and extracting the information.

In this instance we have estimated that it will cost £600 to provide you
with the required information.

This amount is therefore over the appropriate limit as specified in the
regulations and consequently we are

not obliged by the Freedom of Information Act to respond to your request.
 We will not therefore be

processing your request further.

The fee has been calculated as follows:

Task Estimated Hours
number of multiplied
Hours by £25
Determining 6 150
whether the
information
is held
Locating 6 150
the
information
Retrieving 6 150
the
information
Extracting 6 150
the
information
from other
documents
Total 24 600

It may be possible to amend your request so that it does not incur a
charge.

Please note however that any amended request received would be considered
a new request and new

timescale would apply.

If you have any further queries, or are unhappy with how we have dealt
with your request and wish to make

a complaint, please contact the Feedback and Information Team as below.
