Dear North Essex Partnership NHS Foundation Trust,

My team exposes cover ups within authorities. Please compile this FOI going back two years apart from Q5 asking for specific dates.

1. Going back 2 years, please tell me how many times parent(s) have made complaints to the NHS or PALS that social services or social workers have altered, misled or perverted the course of justice regarding a child’s medical record in the aim to cover up child sexual abuse? Please list all councils that have had complaints made against their department(s) or employee(s)

2. Going back 2 years, please tell me how many times any employee or department of the NHS (Inc. PALS) have refused to answer a parent(s) questions or complaints as to why social services or social workers have altered, tampered, covered up or perverted the course of justice with regards to medical evidence that may be considered covering up child sexual abuse? If yes, please explain why?

3. Going back 2 years, please tell me how many complaints have been made by parent(s) to NHS or PALS that a child’s medical examination to determine child sexual abuse have been blocked by social services or social workers? Please list all councils that have had complaints made against their department(s) or employee(s)

4. Going back 2 years, please tell me how many complaints by parent(s) have been made to NHS or PALS that social workers or social services have blocked or intimidated parent(s) not to seek medical attention for their children? Please list all councils that have had complaints made against their department(s) or employee(s)

5. According to a family court judge (Nov 2015), social services told the courts that the NHS slandered him for seeking medical attention for his child. The father asked PALS and a Caldecott Guardian if this was true and both refused to answer him. Social Services blocked the father from seeking medical attention and lied about medical reports to courts. A complaint was made to PALS which showed social services had altered reports. The young child had signs and symptoms of a sexually transmitted disease (STD). The judge had no concerns of a child having an STD.

a) Please tell me how many complaints were made regarding NHS slandering a father for seeking medical attention (who also had suspicions of abuse) between October 2015 – January 2016

b) Out of the above complaints, how many were answered / refused to answer by NHS and / or PALS

c) In the last 2 years how many prepubescent children have developed Gonorrhea or Trichomoniasis after birth (i.e. not from a pregnant mother with an STI) and

i) Sexual abuse was found

ii) No sexual abuse was found (if no, what reasons does a child obtain an STI without abuse being a factor)

d) Within the case of the father reporting abuse in Q5, PALS confirmed (8th December 2014) the child’s medical records from the NHS differed from social services version of medical records. The council refused to answer why medical records were altered. What action has the NHS taken against social services and what Borough Council changed this child’s medical records. Was this reported to the police by NHS?

e) Other NHS employees said this child, should the father had been intimidated by social services not to seek medical attention, may have been seriously ill or developed septicemia and died. We would like to know if the NHS supports the altering of a child’s medical records or stopping seeking medical attention that may lead to death of a child.

f) The police have confirmed that social services trying to stop this father seek medical attention for his child is perverting the course of justice, another police force has said the alteration of medical records is fraud. We would like to know if the NHS supports other agencies using the NHS name to commit fraud or pervert the course of justice.

Thank you for your response. I have evidence that a complaint was made about Thurrock social worker altering a child's medical records. The complaint was copied in to the police and MP's. The reply from NHS was, to the effect, we are refusing to answer you. Please direct me the trust that deals with the Thurrock area and Basildon Hospital so I can expose the complaint and wrong doings of an agency wanting to cover up child abuse for another agency

I have kept dates within a month time span to ensure the child is not identified

The child was admitted into hospital in or around June 2011. Around this time the father was intimidated by social services not to seek medical attention as it causes "emotional harm" The police have confirmed that stopping, or intimidating, the father not to seek medical attention. The child had medical signs and symptoms of being sexually abused. This, along with discloses that the child was saying, and the father raised concerns was ignored. The NHS direct has described one of the young child's medical problems showing symptoms as trichomoniasis (an STI). Social Services described to the courts as vomiting blood (similar to coffee grounds) and vaginal discharge as a "head injury", this misleading the courts. The police have said that should the father not have got medical attention the child would have been ill, other NHS personnel have said it could of led to the child catching septicemia and died.

The complaint to PALS about altering medical evidence was in or around November / Dec ember 2014. PALS reply was in December 2014. Evidence was shown what PALS highlighted why the child was admitted and showed a report where the father was discredited "it was his perception" for the hospital admission.

The father took the matter back to court - ending in November 2015 - showing the courts the evidence between PALS and social services differed - therefore fraud, the judge replied that she was told by social services that the NHS slandered the father for seeking medical advice and treatment.

The last email to PALS regarding the alleged slander was from Dawn Patience and quoted ", we will respond if we are asked for information by the courts or Police" . This was in or around March 2016

The police were meant to investigate the fathers allegations of fraud - however an example of not speaking to the NHS highlights a flawed investigation.

Incidentally, and for your information, the father was "diagnosed" by the alleged abuser when the father was a professional (ruining his career) asserting he {the abuser} worked for the NHS, the father has proven he {the abuser] has no qualifications and has historic allegations of sexual abuse against him,. Further to this two police officers, one a colleague of the father, and one senior officer have been committed of child sexual offenses, which may explain why the father was pushed out of his career when he blew the whistle.

We also did a request in 2014 which may assist you. In the fathers case the social worker (who the father has exposed has numerous identities including two dates of birth) said in court that sexual related diseases are caused by talking to the doctor.

I am happy to screen shot the complaints and emails showing where social workers altered the childs medical records. As I view this situation at present, refusing to offer the father documentation to suggest if they did or did not slander the father for doing which safeguarding policies suggest is in fact perverting the course of justice

Since 2014 our Complaints Manager cannot remember a specific complaint relating to the subject in question and certainly not specific to this type of abuse. However if you wish to provide us with a date this will allow us to look at each request on that date as long as it's a refined time period e.g. One week or month.

Hi Mark - yes the father, an ex police officer and business owner, has a very strong case. The background was that he was "diagnosed" my his ex father in law when he joined the police. The father has proven he is not qualified and more to point had used a fake qualification to diagnose him and others, historically, whilst using his "fake" position, we suggest, to abuse vulnerable adults and children. The father also exposed the council was employing illegal immigrants as social workers. All authorities have closed ranks and alienated this father .

I thought i made the dates clear - i will re-elaborate the facts - i will not give exact dates as to not identify the child.
1) the child was admitted to hospital in or around June 2011
2) PALS produced evidence on or around December 2014 that the council had altered the child's hospital admission in or around June 2011 for the court process
3) The father took the mater back to court highlighting that the council had altered the child's medical records. The judge, i am happy to name if you so wish, in or around November 2015 stated to the father that the NHS slandered the father to the council. The NHS has refused to comment. The request asking for evidence that the NHS slandered the father has been refused. The last correspondence to the father was from Dawn Patients in March 2016. For the purpose of this question i will give a time frame of November 2015 to March 2016. The ICO have said that the NHS are in breach of the DPA.

This now concerns me that the fathers complaints, that remain unanswered, appear to be shredded - similar to what happened in the Baby P case.
