ORPA dots - GIS data

Dear Ordnance Survey Limited,

On current OS maps there is a designation of route type called 'Other Route with Public Access'

As this data has been digitised there will be a master GIS layer of ORPA routes in digital form.

How can I get a copy of this for non commercial use?

I am a GIS technician so can handle a most formats of spatial data - I'm happy to receive the data by DVD if that is easier

Request for information – FOI16716

Thank you for your email of 25/10/2016 requesting the following
information under the Freedom of Information Act 2000 (FOIA):

“On current OS maps there is a designation of route type called 'Other

I can confirm that Ordnance Survey does not hold this information. This is
because Ordnance Survey does not hold a master GIS layer of ORPA routes in
digital form.

Under our duty to provide information and assistance under Section 16 of
the FOIA, we refer you to our email of 18 August 2014 in response to the
same request from you under reference FOI 14479. Relevant excerpts from
our previous response are set out below.  I can confirm that the position
has not changed since our previous request.

routes in digital form.  How can I get a copy of this for non-commercial
use?

This information is not held by Ordnance Survey because there is no single
master layer of ORPA routes held in digital form. 

Under section 16 of the FOIA ‘the duty to provide advice and assistance’
we explain that ORPA information is recorded in our database as a feature,
not a layer, along with various other recorded features. 

This information is used in our 1:25 000 and 1:50 000 mapping and is
accessible to you in raster (non-digitised) format through our OS Explorer
maps.  Please note that the Freedom of Information Act (FOIA) 2000
provides the right of access to information, but not for information in a
specific format.

As all the requested information is not held, we have determined that in
all the circumstances of this case the Public interest consideration
(section 17 FOIA) is not applicable in this instance.”

Dear FOI,

I fully understand GIS data having worked within the sector for many years so know the response is incorrect.

You do hold the information I request.

Your maps are not hand drawn they are printed from a master set of vector data, the information I request is in digital form you are being deliberately awkward regarding my request.

If you need me to sign a licence agreement for the data or wish to speak to me in person I am more than happy to do so.

Thank you for your email of 21/11/2016.  I note that you understand that
we hold the information requested and your comment that “Your maps are not
hand drawn they are printed from a master set of vector data, the
information I request is in digital form you are being deliberately
awkward regarding my request.”

 

We confirm that ORPA dots are not printed from a master set of vector
data. Ordnance Survey OS 1:25,000 scale and OS 1:50,000 scale mapping are
produced from raster data.

 

By way of further explanation, OS 1:25,000 scale and OS 1:50,000 scale
maps are produced from a raster editing production system which uses
specially tailored software to draw updates in vectors that are saved to
underlying raster data.  We do not retain vector information once it is
rasterised on to the data so, therefore, we do not have a master GIS set
of ORPA routes in digital form.

 

As you may know, not all digital data is vector data: digital data can be
either vector (scaleable) or raster (static image), and we produce a
variety of products in each of these types. In this case the only datasets
which contain ORPAs are the 1:25 000 Scale Colour Raster (that feature in
OS Explorer maps) and 1:50 000 Scale Colour Raster datasets (OS Landranger
maps). The difference between the two data types, raster and vector, is

As previously confirmed, we do not hold a master GIS layer of ORPA routes
in digital form, and nor do we provide a separate license for an extracted
form of ORPA data.
