The image file released does function, but it is a very small image comprised of just eight pixels so it might appear at first glance to have no content. There is a grey pixel, followed by six black pixels followed by a grey pixel.

Perhaps the intent was that this image would provide a graphical element to the message; perhaps it was intended to be a horizontal line at the top of the message.

Opening the email in a mail application just showed me the small, almost imperceptible, image at the top right of the message.

It is common for public bodies to send small image files along with their responses, often these are logos and other images intended, I assume, to give their emails the appearance of being on printed headed paper - or a "letterhead". Wikipedia has an article on letterheads:
