crimes groups, we note that your request does not contain the name of the
individual ( i.e. the person) who is making the request.  Consequently the
request is not valid under Section 8(1)(b) of the FOI Act.

 

Section 8(1)(b) – states the name of the applicant and an address for
correspondence.

 

Therefore before a response can be provided to your FOI request the request must
be a valid request.  As a consequence we would be very grateful if you could

Freedom of Information Unit on 19/04/19 concerning organised crime groups.

 

This request is being handled under the Freedom of Information Act 2000.

 

Dyfed-Powys Police can confirm that it does hold part of the information
covered by your request; however we believe that we need further time in
which to provide a full response to you.

 

We consider that the following exemption of the Freedom of Information Act
may apply to the information in part:

 

Section 31(1)(a)(b) Law Enforcement

 

(1)    Information which is not exempt information by virtue of section 30
is exempt information if its disclosure under this Act would, or would be
likely to prejudice â

(a)    The prevention or detection of crime

(b)    The apprehension or prosecution of offenders

 

Sections 31 is a prejudiced-based qualified exemption and there is a
requirement to articulate the harm that would be caused by disclosing the
information, as well as carrying out a public interest test in order to
establish whether the public interest in maintaining the exemption may be
outweighed by a wider public benefit in disclosure.

 

We now need further time in which to consider the public interest in
disclosing the information. We will endeavour to provide you with a
response as soon as possible and in any case by 19/06/2019. Should there
be any further delay we will write to you accordingly.

 

If you are unhappy with the way your request for information had been
handled, you can request a review by writing to the freedom of information

I am writing to request an internal review of Dyfed Powys Police's handling of my FOI request 'Organised Crime Groups Operating within Dyfed Powys Police'.

Thank you for confirming you hold part of the information on the number of Organised Crime Groups operating within the Dyfed-Powys Police area. We do not believe the disclosure of these statistics would in any way inhibit Dyfed-Powys Police’s capability in detecting & preventing crime, nor the apprehension & prosecution of offenders. We would argue the opposite is true. Your press release from 1st April 2019 would corroborate our view on this, sections of which are quoted below:-

“Dyfed-Powys Police Partnership Chief Inspector for Carmarthenshire Jolene Mann said: “It’s important that we build strength within our communities. An effective response to all serious and organised crime depends on relationships with information-sharing between police and partners.””
“Serious crime has the potential to invade every community, and it is everyone’s responsibility to tackle it. The people who can prevent serious and organised crime are the ones that live and work in our communities – it’s us, and our public.”
“County Lines is an emerging national issue, where organised crime groups from urban areas such as London, Liverpool and Birmingham put children and vulnerable adults between themselves and the risk of detection by manipulating them into carrying and selling drugs.”

It is certainly in interests of the citizens residing in Dyfed-Powys Police’s area to have access to these basic statistics. The ability of these citizens to help to detect and prevent serious and organised crime is severely restricted, if they are not aware of the number of OCG’s operating within their vicinity.

“- Serious and organised crime affects more UK citizens, more frequently than any other national security threat
- Serious and organised crime kills more of our citizens every year than terrorism, war and natural disasters combined
- Serious and organised crime costs the UK at least £37 billion each year – equivalent to nearly £2,000 per family. This is likely to be a significant underestimate.
- There are more than 4,542 organised crime groups active in the UK
- There are believed to be at least 181,000 people involved in serious and organised crime in the UK – more than twice the strength of the regular British Army.” - NCA director general Lynne Owens

It is clear that Organised Crime Groups represent the greatest current threat to National Security there is, in terms of both lives lost and financial cost to the economy (these are both closely related). With this in mind, we request that you give this issue your utmost attention and provide us with these statistics as soon as possible.

With reference to your e-mail of the 22 May 2019 and your request for an internal review of the way that Dyfed Powys Police has handled your request. The e-mail of the 21 May constitutes an extension under the Public Interest Test under Section 31(1)(a)(b) Law Enforcement, it is not, at this point, a refusal to provide information. You may be aware that the Freedom of Information Act allows for further time to be applied where there is a need to consider the Public Interest Test.

With this in mind can you confirm that you still require the request is subject to an internal review at this stage? If so we will ensure that it is passed on to the department that conducts internal reviews.

Also, the NCA's Director-General, Lynne Owens, has confirmed it is in the UK's Public Interest in her recent statement "There are more than 4,542 organised crime groups active in the UK." We are asking for the same statistics for Dyfed-Powys Police's force area.

Again, considering the humanitarian and financial cost to the UK from serious & organised crime, we request that you produce these statistics as soon as is convenient.
