Request under the Freedom of Information (Scotland) Act 2002
 
Thank you for your email received on 24 April 2013 requesting that the
following information be provided to you:
 
A list of ALL companies, organisations, charity's, religious premises that
are allowed a discount on their council tax payments.
 
Also  that the % discount is placed against each named and in a PDF
format.
 
The Council is treating your request as a request under the Freedom of
Information (Scotland) Act 2002.
 
I would advise you that council tax is paid on domestic properties and it
is normally individuals and not companies or organisations who are
responsible for paying the tax.  The system used by Glasgow City Council
to record council tax information holds the name of the liable person. 
This field is not categorised further and to satisfy your request staff
would have to review each of the 275,000 records and make a subjective
decision as to whether or not the liable payer was an individual or a
company.  The cost of manually obtaining this information would exceed the
cost limit of £600 allowed under regulations which support the Freedom of
Information legislation.  Accordingly we are unable to comply with this
part of your request and it falls therefore that we are also unable to
respond to the second part of your request for the same cost reason. 
 
The Council has the option of complying with requests where the costs
exceed £600.  On this occasion we have decided not to as the resources
required (both financial and human) to voluntarily comply with this
request would divert staff from our core business. 
 
On occasion, companies may pay council tax on behalf of their employees or
people in need.  If you are interested in a particular company or
organisation you can submit a request which names the organistion(s) and
we can search for that name on our database.
 
If you are dissatisfied with the way Glasgow City Council has dealt with
your request you are entitled to require the Council to review its
decision. Please note that for a review to take place you must:
 
Lodge a written requirement for a review within 40 working days of the
date of this letter
Include a correspondence address and a description of the original request
and the reason why you are dissatisfied

You will receive notice of the results of the review within 20 working
days of receipt of your request. The notice will state the decision
reached by the reviewing officer as well as details of how to appeal to
the Scottish Information Commissioner if you are still dissatisfied with
the Council’s response. You must request an internal review by the Council
before a complaint can be directed to the Scottish Information
Commissioner.

Thank you for your email dated 20th May 2013.

Please take this as formal notification that I wish to appeal the decision and pass it to the correct person to conduct the appeal.

My grounds for being dissatisfied are given the reply it should have not taken the near full 4 weeks to reply. GCC should and could have contacted me for clarification!
You are correct that I do not want a list of domestic properties that qualify for council tax rebates. It is company's and orgaisations that i looking for. If they do not pay council tax you could have asked me sooner to amend it to "RATES" and the discounts received.
Lastly I do not believe that GCC do not hold a file electronically or paper that has the information i requested.
