Please could you provide a structure chart detailing all designations with their FTE numbers and pay grade for all posts carrying our social work finance duties I.e. assessment / calculation / processing of social care charges, payment of care provider invoices, Direct Payment financial monitoring, appointeeship, children’s fostering and adoption payments etc. Broadly any post within the main teams supporting the transactional finance processes of adult and children social work services.

If a detailed structure chart is not available then a list of the posts, grade and FTE numbers is sufficient.

Please also provide the current breakdown of pay grade and salary scales for your organisation.

Thank you for your request for information regarding Cumbria County
Council staff structure, which was received on 27 August.

The council aims to provide you with the information within the statutory
timescale of 20 working days in this case the date is 24 September. 
Subject to the information not being exempt or containing any references
to third parties.

The council will, as a matter of routine make information available in
electronic format.  Where it is not practical to do this information will
be provided in hard copy (paper).  If information is required in
alternative formats e.g. language, audio, large print, etc., please
indicate this as soon as possible so the council can consider your
request.

The Freedom of Information Act 2000 and Environmental Information
Regulations 2004 define a number of exemptions/exceptions which may
prevent information being released to you automatically.  The council will
make an assessment about the application of any exemptions/exceptions and
issue you with a decision letter, which will include details of your right
to appeal.

If the information you request contains reference to a third party the
council will consult with them prior to making a decision about the
release of information.

In accordance with the council’s [1]Charging Policy a fee may be charged
for supplying information.  If a fee is payable you will be issued with a
fees notice.  The applicable fee must be paid in full before the
information is processed and released.  The statutory time limit for
responses is suspended until the council has received and processed your
payment.  If payment is not received within three months of issuing the
fees notice your request will be closed.

I am writing to request an internal review of Cumbria County Council's handling of my FOI request 'Organisational Structure for Social Work Finance Services'.

The reason for my request for an internal review is based on two factors:

1. Length of time taken to respond to my initial FOI Request is unacceptable and no explaination has been given for this.
2. Refusal to provide requested information relating to finance posts involved in social work finance activities. I work for a similar sized local authority and would expect that service managers could easily identify teams responsible for social work finance activities and therefore allow for the requested information to be provided. Further, an almost identical request was made to another authority who responded to the request with no issues (https://www.whatdotheyknow.com/request/o...).
3. Refusal to provide requested information relating to your authorty current pay and grade structure. I don’t accept that this information would be costly to collate as there should be a list of all grades and pay points held centrally.
